It is aimed specifically at the higher ranks such as generals and admirals. Bill Back to House.

The legislation now goes back to the House which has passed a bill to remove a life-time ban on such selling by retired Navy and Marine officers. The House voted this because officers of other services may do this now, without loss of pay, after two years. The Senate bill includes this repeal provision but it also extends from two to three years the prohibition against sales and contracting but applies it to all regular retired officers. The legislation, previously approved by the Senate armed services committee, was passed by voice vote without discussion or debate. In a report to the Senate, the committee said it favored the longer ban on sales because of the billions of dollars of defense and related contracts now let by negotiation.

Two Years Not Sufficient. A period of two years may be insufficient to prevent undue influence resulting from prior active service associations on the part of some retired officers, especially those in the higher ranks, The committee said. In addition to the civil penalty on forfeiture of pay, the report noted that existing criminal laws could bring fines and prison terms for such violations. Although the general accounting office has cited several such violations in recent years, the Senate committee noted that none of these had been prosecuted by the Justice department. It urged better co-ordination between the military and Justice departments with respect to the matter of reviewing possible violations of this (criminal) provision.

ROB 2 WHO AIDED THEM. Youths Then Flee South Into Miami County. Three armed youths late last night robbed two men who offered them assistance. One man lost his wristwatch and billfold and the other was struck on the head before the trio fled on foot south into Miami County on U. S.

69. Otis H. Umbenhower, Bonner Springs, told authorities he offered the three young men a ride from the Muncie tavern in Wyandotte County to Bonner Springs. They accepted the offer, but later forced him to drive toward Olathe on K-7, then east from Olathe on K-150. Umbenhowers car ran out of gas two miles west of U.

S. 69 on K-150, he told Johnson County sheriffs deputies. The robbers flagged cars until one driven by Myron E. Voigts of Olathe stopped to offer assistance. They entered the Voigts car and ordered the driver to drive south on U.

S. 69. He stopped the car just south of the county line, and attempted to hit one of the youths, Voigts told officers. He was then struck by one of them before they fled on foot. An extensive search was organized early this morning.

A roadblock was set up on U. S. 69 at Eighty-seventh street in Overland Park. Glenn L. Cantrall of Olathe said he also stopped to assist the stalled car, but drove on after Umbenhower told him he had been robbed.

The First National Bank of Independence yesterday offered $25,000 toward revitalization of business in the Independence courthouse square at a meeting of 31 merchants, property owners and city officials. Another $50,000 will have to be provided by other persons and groups interested in improving the busines condition of the square, which generally has been regarded as losing ground to surrounding shopping centers.

The luncheon meeting at the Rock Wood Country club, was called by James Nicol, president of the bank.
