Beveridge is an abler mgn than Mr. but there Was iio reason in particular why the Ihdi ana Republicans should turn to him Unless they were aggressively dissatis fled with the Harding Administration Mr, Beveridge is a farmer Progressive but there Was nothing essentially Progressive about his aafnpaign He made plain his dissatisfaction with the state of things in Washington but he showed nd tendency toward a radical solution of afly problem. The is sues raised can hardly be described as a conflict between liberalism and con sarvatism, and Indiana is not a State in which a machine Republican likeMr. New is likely tobe defeated merely because be is a machine Republican. Back Of the Beveridge victory is unmistakably the growing unpopularity of the Harding Administration and the increasing disgust of the voters with the quality ol political leadership in Washington.

Nothing mere certain to shake the Administration to its very center could have happened than Senator New 's defeat. Many weeks ago the Re- publl managers decided that'it would be futile tomak" a Congressional campaign heat fajy on the record of the Sixty -seventh Congress; so they prepared to shift the issue. Congress was to be pushed into the background and the President was to be brought to the front. His policies were to be emphasized, the Washington Conferenvc was to be featured and the appeal was to be mode for another Republican Congress to enable him to cany through his programme. The plan was not without shrewdness, but at the first test it collapsed.

If the Indiana republicans will not nominate the I'resident 's personal friend and thiok-and-thin supporter, it already plain that the name of Hard ing will not save the Republican Congressional ticket in November. Another shift must be made in the campaign Unless the control of Congress is to be lost. According to deapatches frOm Wash" ington, therp was something resembling a political panic in the Administration circles of the Senate when the returns from Indiana were received Which indicated Beveridge 's nomination and New'3 defeat. There might well have been a political panic. The returns from Indiana show that the country, having travelled the read to normalcy, is now on its way back, none too pleased with its experience.
