Some surprise was caused today by the announcement made by Speaker Cannon that he disapproves of the filibuster conducted by Mann and of tbe activities of Bennett of New York, Gardner, of Massachusetts, and others who are enemies of Canadian reciprocity. It is the general opinion that their delay of legislative work is for the purpose of attempting to force President Taft to call an extra session of Congress. CANADA OBJECTS Bankers of Dominion File Prolest Against Proposed By CiHliil Toronto, February Toronto bankers and merchants, who have heretofore been supporters of the policies of Premier Laurier, today issued a protest against ratification of the reciprocity agreement with the United States. The protest recites that hundreds of millions of dollars have been spent developing the trade between the East and the West, which has resulted in great prosperity, and that reciprocity would check this development, and entail a great loss of trade. The reply characterizes the demand of Russia for freedom of Russians to trade, travel and reside in Mangolian districts behind what is called the great wall as an unwarranted extension of trade ideas. Tbe demand also includes freedom from taxation. It is contended that to grant to the privileges asked would give the Russians a commercial monopoly in Magnolia territory lo the exclusion of Chinese trade.
