Most casualties occurret when 40 armed rebels attacked the San Francisco power plant about dawn, investigators of the Organization of American States said after a hurried trip to the scene by helicopter. Firing could still be heard in the interior city in late afternoon. Junta Losses at Four The O. A. S.

statement listed the dead as 12 armed civilians sympathetic to the rebels and four members of the Dominican armed forces or police loyal to the civilian-military junta. Rebel sources said their partisans who survived the battle took refuge in deeply forested hills near San Francisco, the countrys third largest city. A statement by the rebel constitutionalist regime's information office said the fighting broke out about 3 oclock in the morning. It said armed partisans occupied the citys main square, forcing junta troops here to call for reinforcements. The organization of American States considered this the most serious brerach of the cease fire between the rival factions.

San Francisco de Macoris is 60 miles northwest of Santo Domingo. Strike Police Station The junta communique described the attackers as an armed band that included indi-Mduals regarded as members of pro-Communist factions. The attackers struck first at the police station about 1 o'clock. But were driven off after three were killed, the communique said. Then the armed band tried to storm a police-manned power station and a military fortress and again were repulsed, the communique said.

Pursued by police and junta troops, the raiders took refuge in a school run by nuns and mounted a machine gun on the roof, the junta said. The rebels suffered five more dead in this phase of the battle, the communique added.
