The Board was called to order at il o'clock by President and President MaAneny at once asked for a vote on his resolution of yesterday, awarding the entire subway system to the Brooklyn Company. The resolution was read, and Mr.

Mitchel then explained that as the matter was now before the Board for the second consideration, but 9 votes, or a majority of the Board was necessary for its adoption. Before casting his vote In the affirmative, Mr. Bent asked to be allowed to explain his vote: He said: "I should prefer to vote for a proposition by which the city would build, equip, and operate Its own subways. I believe that this could, and should be done. also think that a mistake has been made by your committee in omitting the Broadway-Lafayette avenue subway, which Is needed In the district which I represent.

These plans seem the1 next best thing, however, so I shall vote for them. There should certainly be no further delay In the building of subways. In casting my vote, however. I express the hope that the new policy of the T. will be radically different and better than their old one.

Col Williams approve contracts to prepared by the Public Service Commission under the gen eral provisions of the Rapid Transit act for the construction, equipment and operation of rapid transit railways along the lines now. proposed for operation by the Brooklyn Rapid Transit Company either through the instrumentality of such new railroad company as may he organised for the purpose or through its present agenciea and for the extension and third tracking of the existing elevated, lines of the Brooklpn Rapid Transit Company; and be it further Resolved, that the Publle Service Com--mlssion be and it hereby is respectfully requested to submit to this Board at the earliest date practicable the forms of the contracts to be entered into for the equipment, operation and maintenance of the lines of rapid transit railway proposed for operation as aforesaid: and be it further Resolved, That the Public Service Commission be and It hereby is respectfully requested to submit at the earliest date or dates practicable, for the further approval of the Board, the contract or contracts to be entered Into for such portions of the said lines as are to be constructed at the expense of the city, and to acquaint the Board so far as practicable In advance of such submission with the incidental plans, specifications and estimates for such construction, in order thnt the Board may properly allow the appropriation of city funds to be expended In accordance therewith; and be it further Resolved, That the Special Committee of the Board, consisting of the President of the Borough of Manhattan, the President of the Borpugh of The Bronx and the President of the Borough of Richmond, be hereby continued for the purpose of conferring and co-operating with the Public Service Commission in the carrying out of these recommendations, and in the determination of such questions of detail as were left undetermined In the joint report of the conferees, including the resolutions of this date. Frank Bradley is the youngest man in the contracting business, and has had charge of much gigantic construction work for the city. He is 31 years old, and is an indefatigable worker. The resolution awarding the subways to the B. R. adopted to-day, follows: Whereas, the Special Committee of the Board of Estimate and Apportionment appointed to consider pending transit proposals and the Public 8ervlce Commission for the First District, made a Joint report to this Board bearing date of June 5, 1911.

Patrick Countelin, machinist, of 962 Atlantic avenue, last night entered the saloon of Joseph Lermon, at 952 Atlantic avenue, and, as alleged by the proprietor, sent his fist through the big mirror at the far side of the bar. Then before he could be stopped, It Is alleged, he went to every mirror in the place and wrecked It, causing $250 damage.

The saloonkeeper telephoned to the Grand avenue police station and Detective Stokes was sent to Capture Countelin. Stokes is a big man, but he found it difficult to manage Patrick. There was a short struggle and then Countelin was arrested. In the Flatbunh Court this morning Patrick was charged with intoxication and malicious mischief. Magistrate McGuire dismissed the first complaint, but held him in $500 bail for the Grand Jury on the other.
