city charter which was drawn in 1910 provides that two members on the board are to be named from one of the high" political parties and the other two making a total of four from the other dominating party One of the city commissioners also serves on the utilities board Clyde Robinson as commissioner of public utilities now holds that position and in that capacity acts with both boards of the city Appointments for 4 Years Appointments are made for a period of four years to'the public' utilities Under the' city system of incoming and outgoing officials one member leaves this board each year
