Manes launched a petition drive against proposed regulations by the Reagan Administration which, he charged, would greatly reduce the enforcement of what is already accepted as minimum standards of care. The Administration wants to turn back the clock on the enforcement of nursing home standards and the protection of the frail elderly Manes particularly criticized plans to reduce nursing home inspection from once a year to once every two years, and authorizing the inspections by a private association formed by the homes themselves. In petitions that he is sending to 600 senior citizens and other groups throughout the five boroughs. Manes states: We have a responsibility to ourselves and those we love to ensure that adequate standards of care in nursing homes continue to be enforced.

He said the petitions can be returned to him and he will send them to President Reagan. In announcing the campaign. Manes said: We have all come to realize that nursing homes are one industry which requires close and effective government inspection and enforcement of minimum standards.
