LUTHERANS TALK RULE REVISION Semi-Annual Conference May Change Constitution. The semi-annual session of the Long Island Conference of the Lutheran Church was opened this morning in St. Luke's Lutheran Church, the Rev. Dr. A.

Snyder, pastor. The conference sermon was preached by 'the Rev. Dr. J. J.

Heischman, of St. Peter's Church. The Lord's Supper was then partaken of by the and lay delegates. The first business was taken up at the afternoon on session, called to order by the Rev. H.

C. Wasmund, the president. It was probable that during this session opposition would be made to the seating of a delegate from St. Luke's Church. It is contended in a protest to the secretary, the Rev.

J. G. F. Blaesi, that this delegate was elected by the Church Council, instead of the Board of Trustees, as provided for in the church rules. It is claimed, further, the law requiring twenty-four hours' notice must be given in advance of a special meeting was not lived up to in that it yas held immediately after a.

service last Sunday. Another matter that is sure to come up is the proposition to revise the Constitution to conform with the law, known as the Religious Corporations Act, under which the Lutheran churches operate. A petition requesting that this step be taken has been given to the president. It appears that according to the law, as interpreted by Attorney General Carmody a non-communing member of a church cannot vote unless he is a regular subscriber, while communing members cannot be required to be regular: subscribers. The petition states: "We all feel that the situation in which the Attorney General's ruling leaves our congregations is deplorable in the highest degree; it is inequitable if for no other reason than that it leaves the secular properties of our congregation at the disposal of noncontributing members.

We all know that non-contributors are invariably the most extravagant. "We deem legislation advisable which will make clear the obligations of all members to subscribe regularly and pay toward the support of our congregations as condition precedent to being voting members, which will not leave that obligation to assumption or influence or implication based upon or drawn from any statute." The petition closes with an application for permission for H. C. Brombacher to be given the privilege of the floor for the purpose of explaining the matter, and an expression of the need of a law covering the point. 6100D DISPUTE.

OVER SIZE OF ARMY Congress Does Not Know How Big It Will Be. Washington, May ready, to pass the Army bill, Congress found today, after conflicting statements by Chairmen Hay and Chamberlain, that it didn't know just how big an army. it was creating. In the Senate, Chairman Chamberlain read a statement that its peace strength was 11,000 officers and 200,000 men; its war strength 11,500 officers and 225,000 combatant troops, and that the National Guard's maximum force was 17,000 officers and 440,000 men. In the House Chairman Hay denied the accuracy of these figures.

He prepared a statement to deliver when the conference report comes before the House in which he charged Chamberlain with having boosted the figures in order to make the Senate believe the Senate "big army" men bad won their fight. When he heard this charge, Chamberlain came back with a statement that Hay was depressing the real strength of the Army with the object of making the House believe his "little army" men had won. Presenting the report of the conferees to the Senate to-day, Senator Chamberlain said: "The bill is a compromise, and of its provisions are experimental and may be found unworkable. But it is fundamentally right, and must be welcomed by all who are reasonable and unprejudiced as a 'good bill." "The total increase of regulars will be: "Thirty-four regiments of infantry; ten regiments of calvary; fifteen regiments of field artillery; five regiments of engineers; two battalions of mounted engineers; 93 companies of coast artillery (or the equivalent thereof); eight aero squadrons, the necessary number of. signal companies and battalions to serve the higher units provided for, and such personnel of the staff corps and departments as may be necessary, "The company units will no longer 1 be skeletons, but each company, troop and battery will be a real working unit of about two-thirds of its war strength.

An infantry company will have about 100 in peace times and one hundred and fifty in war, a troop. of cavalry will have seventy men in peace and 100 and seven in war, a battery will have 126 men in peace and 190 in war. "The maximum peace strength of the regular army will be 11,000 officers and 175,000 men, plus the enlisted. men of the signal corps, quartermaster corps, medical department, Philippine scouts and unassigned recruits, a total of 11,000 officers and 200,000 men. The bout with Reagan will mark Lore's Arst appearance in a New York ring in two years. He hag been battling with success in Canada. In Reagan he will face the lightweight championship of the Pacific Coast. Harry Pierce and Tommy Rowan meet in the star bout at the Vanderbilt A. C.

The first ballot was immediately taken. Two hours will be required to count the vote which will be reported at a session later in the day. By the report, which was adopted, new Episcopal residents are created at Pittsburgh and Detroit in this country and at Seoul, Korea.

The Public Service Commission today opened bids for the construction of Section No. 4 of Route No. 8, a part of the Fourteenth Street-Eastern Rapid Transit Railroad in Brooklyn. Section No. 4 is to be a two-track subsurface railroad, extending under North Seventh street and Metropolitan avenue, from Bedford avenu to Manhattan avenue.

The Fourteenth Street-Eastern line is for operation under the dual system agreements. The line extends from Sixth avenue, Manhattan, under Fourteenth street and the East River to North Seventh street, and thence under Metropolitan avenue, Bushwick avenue and Johnson avenue to a connection with the right-of-way of the Evergreen branch of the Long Island Ratlroad, where the road will become an elevated structure and continue over the right-of-way to a connection with the Broadway elevated line, and continue thence to East New York. The river tunnel is already under contract.
