69th Pct. Council And SPECDA The 69th Precinct Community Council will hold a general membership meeting on June 23 at 8:15 p.m. The topic for the evening will concern itself with SPECDA, an outgrowth of the N.Y.C. Police Department. SPECDA, (School Program to Educate and Control Drug Abuse) is a program that was instituted in 1984 between the N.Y.

City Police Department and the Board of Education for the purpose of reducing eliminating the sale of drugs in the vicinity of the N. Y. schools while simultaneously providing school age children with an awareness of the hazards of drug abuse. In 1985, Councilman Herbert E. Beman, Chairman of the N.Y.

City Council Education Committee, led a movement which resulted in the City's award of 2.2 million dollars to the N.Y.C. Board of Education for this school based program which operates in each of the community school districts and City High Schools. The overall goal of SPECDA is to reduce the likelihood of drug usage among the students population by focusing on younger students who are assumed less likely to presently be drug users and by increasing student awareness of the effects and consequences of drug and substance abuse. Additional goals are to build a foundation for a constructive and ongoing dialogue between police officers and young people, and to expand a cooperative, educationally constructive working relationship between the Board of Education and the Police Department. In addition to operating programs within the school system, SPECDA also conducts an evening workshop for parents led by the same instructors that are involved with the students.

The aim of these discussions is to provide parents with information about drug abuse, to give them a greater awareness of the educational program attended by their children and to elicit their help in reinforcing the SPECDA message. The 69th Precinct Community Council urges all parents of school children to attend this vitally important meeting as drug abuse is a plague that has no socioeconomic or age preference. Parents dare not be complacent enough to feel that their children are immune from this disease. The meeting will entail a lecture and a visual presentation by the SPECDA officer. We urge your attendance.

The St. Margaret Guild and Youth Group will make their corporate communion. On Sunday afternoon, the same day the patronal festivites will conclude with a program of music and song, and it is hopeful that every member will make an attempt to attend these services and bring a friend. The mixture used in your tablets make it possible for people to get out of bed and fight off headaches, muscle spasms, and bad nerves.

I have noticed those tablets work wonders on Mondays, Tuesdays, Wednesdays, Thursdays, Fridays especially well on Saturdays. But people who take them on Sundays seem to get no relief. They cannot get rid of their headache and pains, and so are not able to attend church on Sundays. Is it possible for you to examine your tablet and put in an ingredient that will work on Sunday?" This letter was probably written humorously, but there is a serious point to it. What's your excuse for not attending church? Whatever it is, we hope you'll get rid of it and join us as we learn the Bible's answers to the questions of life.

At the 11:00 AM Morning Worship this Sunday, Pastor Phil Neetz speaks on "The Golden Rule." Later, at the 7:00 PM Evenings Worship, he will speak on "The Greatest Priest Who Ever Lived." New hymn books were dedicated to the Lord's use this past Sunday. At that time, a special "SingAlong" was announced for this Sunday evening. This will give us an opportunity to sing or learn some of the dynamic new songs now available to us. Everyone is invited! A Bible study to all ages is held every Wednesday at 7:15 PM. Many public officials have complained that the Board cannot be representative of the City's constituency under a format where, for example, the Brooklyn Borough president, representing 2.2 million residents and the Staten Island Borough president, representing 375,000 residents, each receives equal voting power on city budgetary matters. As the relationship between the Board of Estimate and the Council now stands, it is like expecting Congress to obtain permission of all the state governors before passing the federal budget," said State Legislation Committee Chairman Robert J. Dryfoos, who sponsored the measure jointly with Majority Leader Peter F. Vallone. "The Majority Leader has set the restructuring of the board as his top government reform priority and I am in complete agreement with him," Dryfoos said.

The Board is an administrative body and has no valid role in the budget process which is, in every city in the land and in the federal government, a legislative function. The legislation also calls for the Mayor's preliminary and final management reports (submitted in January and September) to be presented to the Council, which would then hold hearings and respond. At present, both the Board and the Council can request the comptroller to advise them, at any time, on the fiscal and economic condition of the city, and the comptroller assists both bodies in investigating the financial situation. All of these responsibilities of the comptroller to the Board would be eliminated. The measure also transfers authority over the use of the traffic improvement fund and the real property fund from the Board to the Council.

"With the downtown area growing so quickly and its work force increasing dramatically, improved transportation services are a must. "In addition, this bus route will be invaluable to Canarsie residents who must now travel to downtown by a combination of bus and subway," Golden said. Lady Liberty is the symbol of America to both foreigners and native-born Americans. She is the result of tremendous effort by people from France and the United States. The statue became a realty only after long struggle; the liberty that this monument symbolizes can also-after long struggle become a realty throughout the world.
