June 2d, 1896. The regular meeeUng of the Board of Chosen Freeholders was held this day at the board roOms, Director Van Noordt presiding, and all of the members present. The reading of the minutes of the regular meeting of May 12th and the annual meeting of May 13th was dispensed with, and they were approved as printed. COMMUNICATIONS. CLAIMS, A number of claims, approved by the respective committees, wiri presented and read, and upon motion ot Freeholder Feuer-stein, were referred to the committee on finance and auditing, to be paid when approved by said committee, as far as the seeral appropriations would allow; also a number of claims, in amount of $370, for repairs of bridges and culverts; also a number of claims, in amount for repairs of suddenly destroyed the work in both places rendered necessary by the recent storms and authorized by the board were read and referred to the committee on fin-nance and auditing, to be paid if approved by said committee, and the amounts to te charged to the account of Fallen Bridges and the account Suddenly Destroyed Roads.

Upon call of the roll all the members present (18) voted in the affirmative and none in the negative. reports of officers. The county collector presented hVs annual report up to and including May 31st, which was upon motion received and ordered printed in the annual report. Haledon avenue Is not In good condition. The following is a list of the roads which were destroyed by the recent storms that have been repaired up to the present time and cost thereof: Notch Road Goffle Road Clilton avenue Richfield Road Totowa Road Cedar Cliff Road Wilmore Road Little Falls Cedar Grove Road Hamburgh avenue Paterson and Hamburgh Turnpike (city line to Jackson's) Paterson and Ilambufgh Tarn- pike (Bloomingdale) New street. By Freeholder Van Noordt, Resolved, That all expenditures of money, iu mount over the sum cf $200, shall r-qulre a vote of two-thirds of all th members of the board, and npon call of the roll. Laid over for one month under the rales. Upon motion tbe board proceeded to the rlrotion of a road iuspretor, and the following were putin nomination: Mat (bias Pettigrew, Thomas Risk, Tbecdox Bchconmaker, Colin R. J. F.

Wynne, Cornelias Quaokenbush and Thomas McCrao. A ballot was ordered, with the following resnlt: Pettigrew 7, Risk 1, Soboonmaker 2, Wise 3, Wynne 3, Quackeubnsh 1, Mo-Crn 1. Total 18. There not being a majority for any one candidate a second ballot was ordered, reuniting as f. Hows: Pettigrew 7, Risk 1, tichooomaker 2, Wise 4, Wynne 2, Qatckenbush 1, Mo-Crsn 1.

Total 18. There not beieg a majority for auy one candidat) a third ballot was ordered, resulting as follows; Pettigraw 10, Soboonmaker, 2, Wise 3, Wynue 2, Quaekmbush I. Total 18. Matthias Pettigrew, having received majority ta of all the msmbers of the board, declared elected road inspector 1oF the nnexpired term. Upon motion of F'reehrlder Ricker, his election was made nuaiimous.

By Freeholder Van Noordt, Resolved, That a bridge across the Fas-saio river at the foot of Union avenu, Rutherford, Bergen oonoty, is a public necessity, and that the director appoint a committee of five members, to meet with a like committee from Bergen county. Which was agreed to. The director appointed Freeholders Kevitt, Welsh, Fitzgerald, Atherton and Burks the said jmmittee. By Freeholder Fuerstein, Resolved, That tbe West street bridge committee be and it is hereby authorized to prepate plans aud spt-cifioaticns for a new structnre of modern design, of stone or stee', or for repairing the present bridge; as they may consider best, advettise for proposals and report l)ck to the board. Which was agreed to.

The committee on stationery reported that, pursuant to resolution of this board, they had selected The Evening News, The Press, The Guardian, The Volksfreund, The Passaic Daily News and The Passaic City Herald, daily newspapers; and The Telegraaf, The Labor Standard, and The Chronicle, weekly papers, to print the minutes of the board meetings, the for daily newspapers to be $15 each meeting and for the weekly papers $10 each meeting. The report was amended by adding The Call to the list of daily papers, and making the compensation $20 instead of $15 for the daily papers. Tho report as ameuded was agreed to. The committee on West street bridge replied that at the suggestion of the engineer they bad bad a sketch made showing an increase area of 300 square (feet of water way in favor of the proposed bridge; also recommending that the report of the committee as presented at the meeting of May 12th bo received and its recommendations adopted. The director ruled the report out of order.

RESOLUTIONS. By Freeholder Lawson: Resolved, that the committee on Acquackanonk bridges be and they are hereby empowered to solicit bids and award contracs for the construction of a small culvert across Main-avenue, at Cliitou, the cost not to exceed $250, which was agreed to. Py Freeholder Lawson: Resolved, That the committee oil Acquackanonk bridges, in conjunction with the committee lrom Bergen countyj be and they are hereby autfiorizpd to advertise for proposals and award the contract for replunking the river bridge at Rutherford, -which was agreed to. By Freeholder Doremus: That, as the lowest bidders (Stanley Shire), for the substructure of the bridge at Hiukry street, have failed to sign tha, contract awarded to them, and also to furnish satisfactory bonds lor doing the work, the committee be and they hereby are authorized to award the contract tO'Mr. Adrian Wentink for $9, 81ft he-being the next lowest bidder, provided, however, that be furnish satisfactory bonds, which was agreed to, provided that iu the opinion ot the counsel it can be legally done.

je23.td LEPERS IN PARIS. Ir. Bonfire Announces That Be Has Cared Severe Cases of Lsprosy. London, July 2. The discovery recently of a leper wandering, homeless.

In the streets of Paris has boon followed the announcement that fully 100 sufferers from the loathsome disease are at large among the poor of the French capital. Coupled with this news comes the somewhat reassuring statement to the Aoad-emy of Solanos by Dr, Bouffe that be had succeeded in curing severe oases of leprosy. He bad been struck with the results obtained by the aid of graduated organic injections In cases ot eczema and psoriasis. The doctor sought to modify the condition of the nervous system by strengthening without exciting it, and soon noted the correctness at his conception. Ho also studied by means of a new technical process the condition of the blood of leprous patients and succeeded In demonstrating the presence of bacillus of leprosy, which had never before been discovered elsewhere than in leprous tubercles.

Boston, July 2. Alleged questionable transactions involving 6350,000 and proceedings in the insolvency oourt instituted by the Hancock National bank of this oity culminated in tho arrest of Lindsey N. Oliver and H. A. Davis, the latter a number of the tobacco firm of Honry A.
