Julylft-em-To Tha Brooklyn Times win keep you posted dally pon th live topic ol tn day. Uara It Mot to your coon try boat PROPERTY AT NEW BRIDGE TERMINUS. Iwyer Ferris Makes a Statement, and Incidentally Gets in a Dig: at Comwtrpiler Grout Not Allowed to Go on the Record. The Board of Estimate at a meeting yes terday afternoon finally decided to authorize condemnation proceedings to acquire certain property for the plaza that Is to be laid out In connection with the Brooklyn ap proach to the Wllllamsburgh Bridge. It Is said that certain lawyers have had an Interest In getting the city to acquire this property by condemnation proceedings, and Comptroller Grout has fought them at every turn.

He has tried to get many of the par eels at private purchase and has succeeded in getting a large number In this way. After some discussion the following reso lutlon was presented and adopted: Resolved, That pursuant to the resolution adopted by the Commissioners of the New East River Bridge, dated November 14. 1901. the Board Of Estimate nnrl A imf.rtlinmpn I hereby approves of the Institution by the Corporation Counsel, of proceedings to acquire title for the City of Now York, to lviioi ly ueHcnoeu HS roiiows: All the lands and premises shown on a map entitled "Amended Plan of the Suspension Bridge over the Hast Itlver, authoilzed to be constructed by chapter 789, of the laws of the State of New York, for 1S65. and the acts amendatory thereof," situated In the or Brooklyn, excepting therefrom the lands lylnir within the lines of the nub ile etreets shown on said man.

nnd all the lands title to which has heretofore been acquired by the city of New York by pur chase or condemnation. In connection with the matter, Clarence A. Ferris, who represents a number of prop erty owners, presented the following state ment, but It was not allowed to be made part the record of the Board because Comp troller Grout objected: OENTLTCMEN: Tt Is nnlsrlnl nnr Honorable Board, at Its meeting held on or uwui uuti loin, inui, consioerea me matter of approving the resolution of the New Kast JUver Bridge Commission, passed November 14th, 1901, for the condemnation of the lands required for the Brooklyn Plaza of the New East River Bridge, to the extent of directing a map to be prepared by the Department of Bridges, "preliminary to condemnation." The resolution passed by the New East River Bridge Commission contains the engineer's technical description of the property required, which said technical description Is vttaeu upon me map snowing me approach and Dlaza for the New Flnst TMver Rrl.lro filed In the office of the Register of the County of Kings, In the year 1897, and is the map reierreo to in section or the Charter. No other map whatever Is required "preliminary to condemnation." and th ere Ik therefore, no reason why the passage of the i-enuiuuun ior conaemnatlon should be de- luyea penaing me preparation of any map. When the resolution has been nnfcaari nnH the Commissioners of Estimate have been appointed, they will doubtless have a damage map prepared In accordance with the proois or ririe submitted to them by the various owners of property within the plaza.

out mat is anoiner matter. The map re quired to bo prepared "preliminary to con demnatlon" Is referred to In the said resolu of the New East River RrtdpA rvimmia. Blon. The said map Is the only one which iwas prepared preliminary to the condemna tion of the approach. The application for me appointment or me commissioners or Ap- fralsal in the matter of acquiring title to ha approach was made solely on the map itlled by the New East River Bridge Commission, In the year 1S97.

That map shows the plaza as well as the approach. In view of the serious condition of affairs In the plaza and the necessity of having the 'time which Is necessary to run before title can De vesica in me city started running, inw airuiuiiiitjiii ill v.uininissioners or rJS 'tlmate. I submit that a motion for the naa eage of a resolution authorizing the institu tion of proceedings, should ho made at the next meeting of your Honorable Board, which Is to be held on TUonilay. the 28th insi. unless me resolution is passed then the matter mUSt S-O Over linltl Kentemher Kh and that will mean the postponement for over one month of any relief from the in- xcueraoie conditions existing In the plaza, for It must be noted that every sale which Is made to the city only adds to the demoralization already existing there.

The purchases of the twelve parcels recently confirmed hv Srour Honorable Board afford no relief to the one hundred and twenty owners who have not succeeded in agreeing with the city authorities upon a purchase price. Thero seems to ne no goon reason to believe that 6ny considerable number of the property lowners can agree with the city upon a purchase price. For many weeks nast three dif ferent sets of appraisers and agents have een engaged, in nenair or the city. In efforts to effect agreements with the property owners. Mr.

O. F. Nichols, engineer In charge of the New East River Bridge, and his assistants, have been engaged imon the mutter- the Commissioner of Bridges has himself naa a set or appraisers and agents at work along the snme lines, and the Complroller of the City has employed a third corps. It is estimated that about twenty Individuals have been engaged In these negotiations for tne past two monms and a nair and the result of their negotiations Is pitifully small. As a matter of fact but one parcel of property In the plaza has actually been purchased and paid for by the City of New York Since January 1st.

of this venr. nn shown hv the records In the Kings County Iteglp'er oince; tnat was a sale oy wimam l. Qutnn, as trustee for Maria C. Van Shalrk. of number 238 South Fifth street, an ordinary three-Story brick building, on a lot 20x100, deed recorded May 17th.

1902. The property owners are now entitled to a guarantee that their property will be promptly taken and paid for. Such a guar antee will be afforded by the Institution of conaemnatlon proceedings by the approval of the said resolution of the New East River Bridge Commission: then In pursuance of me provisions ol Chapter Ti or the Revise. 1 Charter, the property owners may offer Ihelr paroeis direct to your Honorable Hoard, and the claimants must then ncccpt a price from your Hnnorahle Board or stand the trOUble and eXOPnse Of the wnHnmnnllnn Neither side will then have any advantage of tow umei. out as intngs are now the claimants in needy circumstances are obliged to accept such prices for their parcels as the Comptroller Is willing to give.

These matters ought not to be left practically to the arbitrament of one man. Lawn Fete on Lenox Road.
