In voting againstSouza's bill, Councilman Robert Yamada said the Council shouldn't have taken any action on it, before a bus transportation study is completed. The other vote was cast by Councilman Frank De. Luz III. The Department of Research and Development presently is requesting Federal funds for an islandwide bus transportation study.

Souza's bill, in fact, is an expanded of his original proposal for a transportation commission, which was presented to the Council last summer. Then, he called for a commission for Hilo only. Last winter, Souza expanded his proposal after the Council authorized the transportation study. After passage of the bill Wednesday, Souza said he hopes Mayor Kumura would appoint the commissioners within a reasonable period of time. In the meantime, the Councilman has plans to introduce another bill amending the existing Taxi Ordinance so that the jurisdiction over taxicabs would be transferred from the Finance Department.

A University of Hawaii School of Public Health study team also reported the percentage of Oriental women having abortions rose five per cent, but Caucasians still are by far the largest ethnic group. According to the report, the majority of abortions still are performed within 12 weeks of pregnancy and there have been no deaths resulting from the operations. There, were 2,886 abortions performed in Hawaii from midMarch last year when the new law became effective until the end of the year.

About 63 per cent of all abortions have been performed at Kapiolani Maternity and Gyncecological Hospital in Honolulu. The average age of the patient has risen from about 20 to 25.
