Membership Plan Threatens to Exercise Veto UNITED NATIONS N. Dec. 9--(UP)--Nationalist China today threw the United Nations into an uproar that threatened to block the admission of any new U. N. members this year.

The security council scheduled a meeting tomorrow to consider the controversial membership issue. But diplomatic observers said there was little chance of any country getting in this year unless the major powers devise a new formula. The crisis deepened when dispatches from Taipei said Generalissimo Chiang Kai-Shek "politely but firmly" rejected a new appeal by IT. S. Ambassador Karl Rankin not to veto an assembly-approved list of 18 nations that would.in- clude Communist Outer Mongolia.

The security council was confronted at the outset by a procedural debate sparked by Nation alist China's surprise move in nominating 13 non-Communist countries for U. N. embership. The Nationalist move came shortly after the general assembly Approved by a vote ot 52-2 a reso- ution urging the security council admit 18 countries, including five Communist satellites. The general assembly list Jn- clude-1 Albania, Bulgaria, Hungary, Romania and Outer Mongolia, all omunist satellites, and Austria, Cambodia, Ceylon, Finland, Ireland, taly, Japan, Jordan, Laos, Libya, Nepal, Portgual and Spain.

The Nationalist nominations excluded the Communist countries as well as Finland and Nepal, which recognize Red China, They substituted the Republic of Korea and free South Viet Nam. This put the security council in the position ot deciding which group should be voted on first, and Nationalists were expected to demand priority for theirs. If they succeed, and many believed their parliamentary ground was strong, it would put the Soviet Union in the position of vetoing the free nations first. The Nationalists already have said they would use their security council veto to block admission of Outer Mongolia. Dispatches from Formosa today indicated this position was still firm.

Mrs. Garland Taken by Death Mrs. Arthur Garland, of 1316 Randolph street, resident of this city nearly her entire life, died this morning at Munson hospital after a short illness. She iras 68 years old. She was graduated from Central high school with the class of 1906.

In 1910 she was married to Arthur Garland, the couple making their home in this city. Mrs. Garland was a member and active worker in Grace Episcopal church, was a member of the TVhite Shrine of Jerusalem and Eastern Star and when Parent Teacher associations had their beginning in this city, she served as vice president of tlie Elmwood school PTA. Surviving is a daughter, Mrs Frank Note-ware of this city; three grandchildren, four nieces and one nephew. Mr.

Garland preceded her death in 1949. Mrs. Garland was taken to the Hibbard chapel. Funeral services will be held at Grace Episcopal hurch Monday afternoon at 2:30 'clock with the Rev. Francis Foley fflciatlng.

Cavanagh confers today with executives the 'Waldort-Astoria hotel in an ef fort to raise fire protection stand ards at the fabulous hostelry. 9 -Fire destroyed the Michigan Farm Bureau Services, warehous on VS-16, northwest of Lansing early today. The Lansing township fire department answered the first alarm at about 7 a.m. The city of Lansing later sent equipment to fight the blaze. Firemen said the fire began in the northwest corner of the building in an area used to store paints and other Inflammables. However, the exact cause of the fire was not determined immediately.
