22--(UP) -Michigan law enforcement officials approved an 11-point "get tough" program yesterday designed to curb rising traffic fatalities. Mayors, judges and prosecutors were slated to make more recommendations on highway safety today. Police chiefs, sheriffs, state police officers and township police agreed to a program calling for strict enforcement of all traffic laws and the arrest and vigorous prosecution of law-breaking drivers who cause accidents. The plan, recommended in the light of new legislation adopted by the recent special session of the legislature, was endorsed at a meeting called by Gov. G.

Mennen Williams. It includes: 1--Strict enforcement policy resulting in the stopping of every driver observed violating a traffic law or ordinance. 2--Arrest, and "vigorous prosecution" of every law-breaking driver who contributes to or causes an accident. 3--More frequent and stringent inspections of motor vehicles during the course of regular enforcement duties, including the arrest of all drivers operating unsafe vehicles. 4--Strict enforcement of pedestrian traffic laws.

5--Increased use of radar and electric speed timing devices to spot and control speeders. G--Increased use of chemical tests for intoxication. 7--Special reports on drivers enforcement, officers have reason to believe are incompetent to drive with reasonable -safety. 8--Use of unmarked patrol cars wherever necessary. 9--Training of all traffic law enforcement personnel at some established school dealing with this phase of police work and encouragement of governing bodies to appropriate funds for this type of training.

10--Immediate consideration by governing bodies to provide necessary funds for additional traffic law enforcement personnel. 11--Reports by local agencies to the nearest state police post by 7:30 a.m. the number ot people ldlled in traffic accidents the previous day so a compiled report may be made to the governor by 9 a.m. Battle Confession In Murder Trial SANTA MONICA, Nov. 22 (UP) The prosecution sought today to enter into evidence the repudiated-confession of John R.

Crocker, who is on trial for the murder of Bel-Air socialite Mrs. Norma T. McCauley. Crocker, a former law student and" houge boy for the slain wealthy divorcee, repudiated a confession in which ho admitted stabbing and strangling the 33-year-old woman because she spurned Ms love.
