Main St, Spring Grove 17362. A new book investigating the murder of lUlie Belle Allen points the finger at many local officials. By JIM LYNCH Daily Record staff Perhaps it was inevitable, but the drama surrounding the 1960 murder of Lillie Belle Allen has produced its first recent book focusing on the riots. And that book has caught the attention of many around York this week thanks in large part to the allegations it levels at many prominent local figures of today and yesterday. Titled "The Wrong Car The Death of Lillie Belle Allen, the book is the work of 44-year-old William Keisling of Airville.

The author may be familiar to those who follow Pennsylvania politics, since Keisling ran for governor in the 1998 Democratic primary. He lost that race to Ivanltkin. His previous books also have brought him attention and, in at least one case, controversy. His 1993 book, When the Levee Breaks, contained allegations of widespread corruption in the Pennsylvania Turnpike Commission and landed him in the middle of a state investigation into patronage there. State officials wanted Keisling to name the sources used in his book, but the author refbsed.

For the last year, Keisling has delved into the investigative documents generated by the Allen murder case those from the months immediately following her shooting, and others produced from the re-opening of the investigation more than two years ago. From those documents, Keisling draws a series of accusations, including: York Police investigators failed to pursue the murderers because fellow officers may have been on hand during the murder and may have played a role in it i Former mayor and York patrolman Charlie Robertson has been unfairly targeted as the cases focal point by local figures interested in exploiting the Allen murder for their own I think Lillie Belles family deserves full justice, WIJJAM KBSUriG, AUTHOR, THE WROfiS CWt TIE DEATH or mi Ban juiet political and personal gain. Keisling did not interview those he accuses and provides no responses from them. He did, however, interview Robertson. When asked to defend his methods, Keisling said his wort is more of a critique of public figures, than a traditional investigative piece.

Obviously, what I do is different, he said Thursday. There arent a whole lot of people who do it this way. Maybe its more akin to being a columnist" The conspiracy message in Keislings book is similar to that delivered in June 2000 by Charlie Bacas, a political adviser to Robertson. In a letter delivered to the York Daily Record at that time, Bacas described the case against the mayor as nothing more than politics. This week, Bacas declined to view the book as any vindication of his stance.

Its his book, his product, Bacas said of Keisling. Hes saying what hes saying. If it happens that he agrees with what I said two years ago, so be it Keisling said Bacas was not interviewed for the book. The author said he intends to take his message a step beyond the printed page. On Thursday, Keisling said he would hold a press conference in Harrisburg to call for the Department of Justice to reopen its investigation into Allens murder.

Mr. Markel was bom April 9, 1917, in Fawn Township. He was the son of the late William F. and Martha Belle (Adams) Markel. He was a supervisor for the former Yorktowne Kitchens in Stewartstown, retiring in 1979 after 44 years of service.

He had been a Stewartstown police officer for 15 years; a police officer for South Eastern School District, working during school-related activities; and a York County constable for many years. He was a member of Stewartstown United Methodist Church and its New Beginnings support group and Christian Sunshine Sunday school class; a member of Stewartstown American Legion Post 455, Hopewell Fish and Game Association, Loyal Order of Moose Post 941 in Grass Flats, M-P Hunting Club in Drifting, Eureka Volunteer Fire Company and Ambulance Gub in Stewartstown, New Freedom Birthday Club and Uie NRA; and a U.S. Army veteran of World War H. By SHAWN LEDINGTON Daily Record staff Gayle Petfy-Johnson has resigned as chief executive officer and president of York County Heritage Trust after more than three years of working in that role, an official said Thursday.

Petty-Johnson became CEO of the nonprofit agency. in 1999 when the historical society and the agricultural and industrial museums merged. She had been working at Elf-reths Alley Association, a historic preservation group in Philadelphia She resigned this week after a dispute with board members, said Eric Menzer, chairman of the Heritage Trust board. It came down to a difference of opinion about the long-term direction of the trust Menzer said. Attempts to reach Petty-Johnson were unsuccessful.

Menzer declined to say what the differences of opinion were, stating that it is a personnel matter between the organization and the employee. He said the Trust is wrapping up a capital campaign that will help with a couple of projects, including an expansion of the library and a pending merger with Murals of York and the Colonial Courthouse. The trust also plans to continue an 8--r- ive change of ex-hif '-s fii-i crsifV its audience, bowi vliically and Bocioe- conoiiue i Delaine Toerper, an independent consultant in York, will fill the position until a replacement is found, Menzer said. Toerper served in a similar role during the transition period of the 1999 merger, he said. Shes very familiar with the organization, he said.

Menzer emphasized that Petty-Johnson did a lot of Very, very good work with the trust He commended the energy she brought to the organization by increasing its visibility to the public, changing exhibits and providing outreach to the community. She helped bring the Black History Conference held in. May and the restored A-frame ammonia compressor, one of the first industrial refrigeration units ever made by York Manufacturing, now York International. The compressor has been on exhibit at the Industrial Agricultural Museum in York. Her decision to leave doesnt take anything away from what she accomplished, he said.
