(NEWS Photo by Betty Bader) Ask State Pay $3 Million For Detroit School Buses DETROIT (UPI) An 11- member panel, appointed by U.S. District Court Judge Stephen J. Roth, has asked the federal judge to order the state to pay some $2 million for purchase of 295 school buses that could carry children between Detroit and suburban school districts. However, a spokesman at Roth's chambers in the Federal Building here said Roth was i in Flint today and he could not say when a decision would be forthcoming. The panel, which met privately Monday, had been assigned by Roth to decide how many buses would be needed for an interim desegregation program this fall.

The request for the purchase of the buses by the panel was part of its job to prepare details for a possible desegregation order for Detroit and 52 suburbs by July 29. The panel indicated that each 66-passenger bus would make three or four trips, depending on the distance traveled. There are 295 buses believed available for September, enough to begin a partial busing plan involving from 50,000 to 80,000 children. Holiday Traffic 36 Die in State The Michigan highway death toll for the long Fourth of July holiday weekend soared to 36 Tuesday night when nine persons were killed in two separate, multiple death accidents. Michigan was tied with New York for third highest in the nation's traffic toll.

Five persons were killed and six others were injured when a car driven by Ray Clemens, 34, Allegan, ran off a rural road and struck a tree in Allegan County. The crash-the worst in the 102-hour holiday weekend in the state killed Clemens, his 3- -old son, Douglas, his 4- month-old daughter, Angela, and two neighbor children, Charles J. Eberstein, 9, and his 7-year-old sister, Kathy. The six others, including Clemens' wife and five neighbors, were hospitalized. Earlier, a head-on crash on a rural road near Niles killed four persons and injured three.

Dead are Victor Vinnedge, 27, Niles, and his 3-year-old son, Robert; Cheryl Wainwright, 23, Niles; and William Knox, 35, of Mishawaka, Ind. Vinnedge's wife and daughter also were injured, police said. The third injured person was believed to have been from Indiana, and in the same car as Knox. Mishaps. In other holiday weekend accidents, at least nine persons died in motorcycle or bicycle accidents.

In addition, three people died Monday when the small, foreign car they were riding in attempted to pass a car pulling a trailer on U.S. 12 near Hillsdale and collided with another on-coming auto. Two of the persons killed in that accident were Gloria McKendrick, 19, Detroit, the driver, and Kiven Anderson, 18, Detroit.
