The president and the 79-year-old prime minister issued a philosophic statement of the Anglo-American approach to the problem of halting Communism, but avoided specific reference to such international hot spots as Indochina. Their ''agreed declaration" was issued by the White House about on hour after they had concluded a series of talks which began last Friday. The two leaders said they felt "the cause of world peace would be advanced by general and drastic reduction under effective safeguards of world admaments ot all classes and kinds." "It will be our perservering resolve to promote conditions in which the prodigious nuclear forces now in human bands can be used to enrich and not to destroy mankind." They urged "the establishments and maintenance ot such associations of appropriate nations as will best, in their respective regions, preserve the peace and the inde- pendence of the peoples living there." "When desired by the peoples of the affected countries, wa are ready to render appropriate and feasible assistant to such associations," the declaration said. This section did not -refer specifically to southeast Asia, Monday, however, the president and the head of the British government issued a joint statement in which they promised to ''press for ward" with plans for collective defense in southeast Asia.

S. Steel Corp. aud five other top producers employing some 370,000 Steeiworkers were scheduled to line up for formal contact signings this afternoon. The ceremonies will follow approval of the settlement by USWs 170-man wage-policy board which was to stamp final okays on the agreement at 2 p. m.

Fire Danger Drops LANSING, June 29--(UP)--State Conservation department officials reported today that rains last week may have made vacationists unhappy but they helped stamp out the danger ot forest fires. No forest fires were reported throughout the state--the first perfect week since the start of the 1954 season. So far this year an all-time record low of only 3,010 acres have been damaged in 596 reported fires. The reports cover all land in Michigan except federal forest acres. A bull buffalo (bison) sometimes-weighs more than a ton.
