President Jaa. K. Knowlden in the ohair, Present Couccilmon Burgoyne, Cogan, $6oo Heest, Speer, Kastell and Jackson Minutes of last two regular and one special meeting read and approved. Councilman Worthen entered during reading of minutes Ponding adjournment as required by law, Councilman Cogan offered the fol-lowing: Resolved tbat a vote of thanks be tendered to Jas. K.

Knowlden for tho able and energetic manner in which he has presided over the City Council during the past year. Adopted. On motion of Counoilman Burgovne the Board of Couneil adjourned sm die. Adopted. Clerk Finok then oalled tbe now Connoil to order and Counoilmen Wat-son, Rushmer and McCrea took their seats amid loud cheers from the audience in the body of the Hall.

On motion Councilman Burgoyne was obosen temporary chairman. On motion of Connoilman Watson, Tho Cogan was started President of the Connoil for the ensuing year. There being no opposition the clerk was instructed to east one ballot so as to 00m ply with the law. Thia done Messrs. Kastell and MoCrea were appointed to escort him to the Presidential ohair.

On taking his seat Pres. Cogan thanked bis colleagues for tho honor and expressed a hope that no work or aot of his would cause them to regret tbheir action. Councilman Jackson moved tbat tbe rules of the Council of 1884 be continued until further orders. Petition from several citizens of Irving Place, asking that a gas lamp be placed on that street. Received and on motion of Councilman Knowlden, referred to the proper committee, when formed.

Two petitions from parties desiring permission to construct cesspools Referred as above. Communication from Alert Hook Ladder containing names and occupation of members. Another discussion followed on the confirmation of Street Supt Counoilman Watson spoke in favor and Pres Cogan and Mr.

Worthen opposed it, for the reason that inasmuch as no etreet improvements would made this year, it would not be wise to pay $500 a year salary, to a Supt, A motion by Councilman MoCrea, that this and the remaining nominations be laid over until next meeting; wee after further diacuiiion adopted. On motion a recess of 16 minutes wee taken, to allow tbe Pres, to seleot his committees. When the council ro-assembled Pres. Cogan announced the following: Finance, MoCrea, Jaokson, Watson Audit, Jackson, Knowlden, Burgoyne C. Hall F.

Councilman Watson discussed the opening of Columbia avenae and favored the appointment of a committee to act in conjunction with His Honor in ascertaining why tbe street was not opened.

I wish to oall your attention to the faot that $24, of the oity bonds full due on the seoond of Jane next, and there should be no delay in taking mess ares to have the new bonds ready to put on the market, tbe day the old ones full due. While I am in favor of streets, 1 think we have gone aa far as we are able at present Tax payers say give us a Still it is important that the appropriation for this department ahonld be large enough to keep our streets in good repair so that the im provements which have been made shall not be lost.

It is also important that some streets leading from Paaaaie Bridge to the business portion of the eity, be graded and provided with a flag side walk that the cltixena of that locality who are large tax payers may be better accommodated SEWERS. I have given considerable attention to this question, daring the past year, but have not been able to satisfy myself as to any plan, which I would feel safe in recommending for yonr adoption. I have the names of several places in England where the chemical prooess is said to be in nae successfully, and I think that at acme time, during the season, we can find some one who will visit some of those places, and with slight expense to the city furnish the information we need. I think the Sew erage question should be settled before putting any more macadam on our streets Tbe Fire His Honor said was in an efficient condition and ahonld be enoouraged Schools. 1 consider these the most important branch of oar City Government Intelligent people who have children to eduoate will not locate in any place where they cannot have good school facilities.

Passaic has been fortunate in the management of her schools and with few exceptions our most intelligent citizens have been ready to give their service to the School Board and I earnestly recommend to yonr careful consideration any recommendations which they may make. POOH. Common humanity demands that this class shonld not be allowed to suffer and the question arises how they can be best and most economically cared for. In a former message of my predecessor he recommended the purchase of a small property near the city, with land enongh to keep those who are able at work, thereby in part earning their own living, I heartily endorse his recommendation and truat that when the opportnaity presents yon will take aotion in this direotion. LICENSX.

This has been a vexing question in all generations that is, so far as I have any knowledge. The traffic is everywhere recognized as an evil, and only tolerated under certain restrictions. I believe that where high license has been adopted, it has generally proved satisfactory, and I would recommend that the license fee' be not less than $150, and tbat licenses be granted only to each persons, as will conduct their business in conformity to the conditions of their license. The Police Dept, His Honor thinks is large enough, for the present needs of the city, and as he had not hean any complaints, he concluded that they performed their duty. In con elusion, His Honor said he should endeavor in all suitable ways to act in harmony with the Council hoping that their legislation will he such tha he can always approve.

In accepting th various offices to which we have been elected, the ciiizens of 1ass.iic have a righl to expect that every man will do bu duly.
