March 6-tf Ufa on the plantations of rebeldom, are no doubt universally astonished at the develop ments now being made in respect to the capacities for active military service of the freed-men. The impression has been among soch persons that it was the hight of folly oil the part of our Government to place arms in the hands of these negroes, as it was believed that they were too cowardly and stupid, in a general sense, to be effective in any degree. Indeed, it might be said that the common impression on the abject was that giving a musket to one of these unfortunate people, was but another method throwing it away, oomewoac imdhiw wivu tb custom of slavery, its workings and results, we shared fully in all of these beliefs. The negro on the plantation was only known as a quiet, orderly and submissive creature, -who did silently what he was told to do, and who took his meals or floggings with equal i-nnertnrhabilitv. No one eusDected that 1 a the timorous, humble slave-had any quality that fitted him to face manifest danger, and tent of all things was it thought that he could be transformed into an enthusiartic fetwl daring soldier, who would fight at least with equal earnestness with the white.

This 1 Tk. i a Knrn nf (JCHC VT UftlUIUi. AUE OUTC wv. generations of oppresibn. The crushing process has been applied to him from 'trampled father to illegitimate son, since evil fortune threw his race in contact with lYm Tn TKnf.

favf vorw Jnstnni'AS has be been permitted to form social re-lattcns that the valued. lie may have loved his father, mother, wife or children, but such feelings were only a torment to him, for be knew that he might be separated from them at any moment, and that he was powerless to obtain any redress whatever. Wherefore, he seemed to have rotted away his life from youth to age, purposeless, selfish and without ambition. Given, these oppressions fur a long number tf years, bearing with equal pressure upon the generations as they come ana go, ana me resun woum serai to be unavoidable that the negro should become utterly brutalized without one spark of humanity in his composition. Wherefore, to reheat, it seemed perfectly natural that all of those who are familiar vrith the system of slaverv should feel abso- -j lutely certain that the slave was unfitted for any work involving the idea of personal responsibility.

Enough however, has been drown by the bearing of these unfortunates, while fighting on both the Union and rebel sides, to fully establish the fact that in point of endurance, bravery and skill they are surprisingly effective on the battle-field. The reports of Cols. and Montgomery -i i- -i tm i oi i lie ueiring iuc iri'vjo a nn mm South Carolina, with similar accounts from other various points show most palpably that thev are to be relied on and trusted as soldiers. To "comphte the sensation of surprise one feels on reading these we are informed by recent dispatch their very earnestness, during and bravery, Are specified as the objections to their efficiency. Because of the teal with which they fight their usefulness is to some degree impaired 1 or as one of their officers ex-prestes it" They need a check rein, more than a spur," a strong expression, disclosing a most remarkable fact to those who have never believed that the freed men would fight at all.

It having been demonstrated that these people are useful in this way, the Government, will no doubt bring into the field all the force possible of that class. It is at yet comparatively a reserve not brought forward, and it can be made to produce any number of soldiers required by the exigencies of the service. It is a very different thing too in the efficiency ot these troops whether they fight on the TJnion or rebel side. All of those not employed by Davis as soldiers, will soon comprehend that they are in the wrong place, and will thenceforward desert by battalions to our side, or, if they remain in the rebel service, it. will only be to embarrass the operations of the army with which they are unwillingly associated.

A lukewarm enemy in that quarter does nearly as much good as Tf he was a positive friend to our cause, openly fighting In our ranks. We therefore hope to see Davis arm nore of these people, satisfied that they will either desert and come over to aur side at an early day, bringing their guns with them, or stay in the rebel service to be a perpetual drag upon its success.
