under the Act of Congress of March 3. 1879. Saturday, December 1, 1906- TILLMAN AND THE NEGRO. The Brooklyn Citizen makes the fiol-lowing references to Senator Tillman's lecture tour up North: "The fear expressed in some quartern that Senator Tillman's lecture in Chicago on the race question would lead to riot, proved to be entirely groundless There was no disturbance of note, and the colored people of the city seem to have treated the occasion with complete indifference. There was nothing new in what the 'Senator had to say, and certainly nothing that has not been said a great many times in a much better manner.

The sum and substance of what his address contained is that this is a white man's country and that it would je a crime against civilization to put the negro on terms of political ity with the whites in several of the Southern States. As the American people as a whole, are convinced of the soundness of both of these propositions, and have quite made up their minds to act accoidingly irrespective of their political differences on other iinints, it is plainly unnecessary to excited over the subject. "The simple truth 'Is that except among a very few professional friends of the colored people, on the Republican side of politics, and an equally small number of professional opponents of negro domination on the Dem-ficratic side, there is no anxiety, either Felt or fe'gned, in the question. Senator Tillman, indeed speaks from time to time as if there was a formidable movement in the North to revive Hie evils of the reconstruction period, hut this only proves that he is the victim of his own over-excited imag-iaation. There is no such movement.

if nothing may the white people of the South be more certain than that the North is so far from wishing to 3mbarrass them in any way; that its desire is to assist them in making an end of the whole negro problem in a manner worthy of a humane and enlightened country. The solution of the problem which commends itself to the Northern mind Is the very same which is finding increasing favor among the more thoughtful men in the South, namely, the encouragement of industry on the part of the negro and the discouragement of ical activity." There is a good deal of truth in what the Citizen says, but it must be admitted that the agitators North and South may make more of the question than it npw amounts to. Several State conventions in the North during the, last campaign adopted planks favorable to the enforcement (in the iSouth) of the Fifteenth Amendment of the Constitution, and that is certain enough to make the South consider that it is not yet out of the woods on the question of the political equality of the negro. The Crumpacker class of politicians have had considerable encouragement in the action of the Republican convention of New York, Massachusetts, Ohio and other Northern States. It is agitators like Crumpacker al.

that are responsible for the Tillman imd the Vandamans. A SOUTHERN FAIR IN THE NORTh4 ine Washington Post of last Thursday sayd in an editorial: "The news corned from Cincinnati that a project has been set on foot to hold a fair an some Northern during 1907 for the pur-nose of displaying to the people of the North the products of the fields itnd mills of the South. A group of public-spirited men of both sections iis said to have taken hold of the matter, believing that more good can be accomplished by taking Southern exhibits to the North than by attempting to induce Northern travel to a fair in the South. It is asserted that several Southern cities have already expressed a desire to hold the fair in Cincinnati. "If the project has not already passed: the preliminary stage, the advantages of.

(INCORPORATED Southern governors, mayors ana commercial organizations are ripe for the project, the commercial bodies of Washington should take the matter up and endeavor to make such inducements as will bring the fair to this city. The resulting benefits would pay them well for their energy and enterprise." We have often thought that some such fair as the Post speaks of would-be a good idea, but to make it a it would reaulre an immense amount of advertising to let Northern business men know where the fair is and what could be seen there. However, didn't Philadelphia start some sort of an enterprise like it some years ago? If we recollect a "permanent ex-position" was established in the Quaker City, and it would be interesting to 'know what became of it; if it failed, why so.

At any rate there was a place in Philadelphia for the perma nent exhibition of manufactures and the Philadelphia business men proba- ly footed the bill. As to a Southern exhibit in Cincinnati or Washington, the south-east Atlantic States would say Washington every time, yet the States to the southwest might prefer Cincinnati. It must be said, however, that if it is to be mainly a manufacturers' exhibit the Southern States in the East would have the predominancy of interest in ft. The reason is that nine-tenths of the manufacturing South, is done in those States. As a matter of fact, Charlotte, N.

is the centre of the cotton manufacturing industry in the South. That is to say that within radius of 150 miles of that city, there are more cotton mills than there are in any other given centre in the South. Naturally, North Carolina would be committed to Washington for a Southern Fair. i CURRENT CO! SflJMJ 3NT.
