"I earnestly hope the great efforts being made through the United Nations and elsewhere to solve these basic problems will begin to bear fruit before the end of the year Waldheim also warned against complacency and rigidity in the world organization and appealed to all governments to help strengthen the "position and authority" of "the Security Council by respecting its decisions.
