The Kane Republican, Wednesday, February 7, State Senate May Buy Tax Package To Restart Highway Construction Have Virtual Control in Tehran Slums Khomeini Supporters Take Over Isfahan's Government The ayatollah on Monday named Mehdi Bazargan, a 70-year-old oil Jury-Tampering Possibility Raised In Flood Trial NEW YORK (AP) The lone juror holding out for acquittal of Rep. Daniel J. Flood told fellow panelists he had received confidential information from outside the courtroom, and reportedly tried to make a deal on the verdict, the New York Times reported today. Trial Judge Oliver Gasch, who received an anonymous note about the incidents, said that during his 50 years of legal practice no juror had ever tried to inject such outside influence, the paper reported. The judge said that if the jury had not difficulty," he said.

"There's a fairly rich array of options that should be considered by the Legislature." During the campaign last fall, Thornburgh said he would look for ways to cut waste within PennDOT and agree to a gasoline tax increase only as a last resort. But in his opinion, Larson said, efficiencies alone will not produce enough savings to offset the state's massive road building needs, estimated at about $5.6 billion over the next 12 years. He said he has not yet presented Decision Expected in Trial Of Fairchild Industries HARRISBURG (AP) The Senate, may be ready to buy a tax package that will allow the state Transportation Department to restart the long-stalled highway construction program, a senator said. Sen. Frank Lynch, chairman of the Transportation Committee, said Tuesday he and other senators were impressed with arguments for the package presented by PennDOT Secretary-designate Thomas Larson.

During his confirmation hearing Tuesday, Larson said PennDOT must have more money and will need more than a gasoline tax increase. He suggested a package made up of license fees pegged to a vehicle's worth, sales tax on gasoline and higher truck fees. "When push comes to shove, I think we'll go along with him," Lynch said. "I'm sure if it means getting roads for Pennsylvania there won't be too many senators worried about the tax the senator said. After questioning Larson for 3 hours, the Transportation Committee voted 14-0 to send his nomination to the Rules Committee.

All of Gov. Dick Thornburgh's cabinet nominees may be moved to the Senate floor for final votes next week. Larson said the final decision on any tax package will be up to lawmakers. In addition, Larson said, Thornburgh has not yet announced his proposal for dealing with PennDOT's problems. Since 1977, the state has had no new highway construction program.

Lawmakers, convinced that PennDOT was infected with waste and mismanagement, refused to raise the state's nine-cents-a -gallon gasoline tax. Larson, head of a special PennDOT panel that urged a two-cent gasoline tax increase in 1976, said it won't be enough now because gasoline consumption is expected to decline in coming years. As gas sales drop, revenue will also taper off. "If we use this single approach, we may find ourselves again in great Clarion County Logger Killed by Falling Tree LAMARTINE, Pa. Iran (AP) Supporters of atollah Ruhollah Khomeini have taken over the municipal government in the second largest city of Isfahan and have virtual control of slum areas in south Tehran civil servants also pledged today to support to Khomeini's choice to head a provisional revolutionary government.

The' newspaper Ettelaat quoted a spokesman for Mehdi Bazargan, picked to head the new regime that seeks to phase out the government of Prime Minister Shahpour Bakhtiar, as saying Bazargan would unveil his programs during a speech Friday at Tehran University and present his Cabinet to Qomeini on Saturday, he report said Bazargan would attempt to run his government with civil servants who have been on strike. Strikers at the Justice Ministry and staff workers at the official Pars news agency pledged loyalty to Bazargan in statements today. Similar statements were issued Tuesay by striking employees of Iran Air and the Health Ministry. Khomeini's religious "power to the people" movement has virtual control of slum areas in south Tehran, where volunteer "Moslem policemen" are seen awkwardly directing traffic. Diplomatic sources said the Isfahan city government, like those in many other communities, was unable to function after weeks of strikes and demonstrations by the foes of Shah Mohammad Reza Pahlavi in the central Iranian city of 671,000 people.

The sources said followers of Khomeini, under the direction of local mullahs, or Moslem priests, had taken over traffic control and other police duties, set up cooperatives to insure distribution of fuel and basic foods and established welfare offices to aid the poor. The mullahs' "administration" also hparin0 niltllip pnmnlsinfe in- 1 reeding in the administration of justice and insuring maintenance of such public services as garbage collection, the sources added. The diplomats said while the previous city government still exists nominally, it is keeping "a very low profile," and so is the army there. A top aide who returned to Iran last week with Khomeini warned that more bloodshed is likely before the crisis in Iran subsides. "We are at a very critical and sensitive stage," Dr.

Ibrahim Yazdi told reporters Tuesday. "It is not as rosy as one might expect. There are remnants old regime still operating and eking to cause violence." engineer and longtime foe of the shah, to head a provisional government which would supervise the conversion of Iran from a monarchy to an Islamic republic. Yazdi claimed that many of the 430,000 men in the armed forces had shifted their support to Bazargan, but the ayatollah's nominee did not announce a cabinet or make any move to take over any of the government functions in Tehran. Bakhtiar defied Khomeini again Tuesday, telling the lower house of the Majlis, the Iranian Parliament: "I have nothing to do with governments that exist in the imagination of people and are more of a joke.

But if they start taking action, I will respond accordingly." A Way to Block Out the Sun RICHLAND, Wash. (AP) The Richland area is getting ready for a total eclipse of the sun later this month and one lounge is serving a drink that will let any customer enjoy the solar spectacular even if the weather is cloudy. The Hanford House has concocted a new drink for chairborne astronomers. Made of rum, gin, sloe gin and orange juice, it's called the "Total Eclipse." The drink might not have the immediate impact of an eclipse, but the glow will continue long after the sun's has stopped, said Hanford House manger Russ Cox. The Feb.

The juror, identified as Willian Cash, reportedly later said he had fabricated the statement and it was a joke. The statement was damaging to the credibility of- three prosecution witnesses.

The holdout reportedly met privately with the jury foreman in the jurors' bathroom and both came out with the offer of a deal. The holdout offered to go along with the guilty verdict on one of the counts if the other jurors would vote for acquittal on the other 10. The 16-term Democratic congressman from Pennsylvania was charged with 11 counts of bribery, conspiracy and perjury. A mistrial was declared Saturday when jurors reported they were hopelessly deadlocked because a single juror refused to vote for conviction of a man as old Flood, who is 75. They said Cash told them he had learned that Flood aide Stephen B.

The three had testified they had either given, received or solicited bribes from the Congressman. J. Jerome Bullock, United States Marshal for the District of Columbia, said he was "certain" there had been no breach of security during the trial. Mark Tuohey, chief prosecutor, declined comment on his pursuit of jury-tampering or a retrial.

Larson, 50, formerly a civil engineering professor at Penn State, impressed committee members with his poise and knowledge during the questioning. "The guy just amazed me," Lynch said, adding that he can't recall ever interrogating a more knowledgable appointee. "He answered every question and didn't dodge one. If he comes up with a plan on what he wants to do, I'm sure the majority of the Senate will go along with him." made for the cars. Defense attorneys said the indictment was defective because in civil proceedings the IRS told the company the opposite that is, that the cost basis of the cars should be the list price of the cars and that the income of executives' payments be reported as an income entry separately.

The prosecutors countered that all they had to prove was that there was a motive to disguise the fact that the money was being used for political contributions. U.S. Attorney Rssell T. Baker Jr. contended that the full scheme was the key.

High School 2 BALTIMORE (AP) A federal judge was to rule today on a defense motion calling for a judgment of acquittal in the tax violations trial of Fairchild Industries and its board chairman. U.S. District Judge James R. Miller Jr. told attorneys to be in his office at 10:30 ajn.

to pick up the decision. Miller had been reviewing the motion for almost two weeks. The government accused Fairchild of filing false tax returns in an effort to conceal a political slush fund. Edward G. Uhl, the aircraft manufacturer's board chairman and chief operating officer, was charged with helping to prepare the allegedly false returns.

Defense attorneys have argued that the indictment was defective and that the government cannot prove beyond a reasonable doubt that the firm was guilty of making false statements on its income tax returns. The indictments charge that the firm overstated "the cost basis of its corporate cars and illegally depreciated the cars on that basis. The government contends that the firm should have reduced the cost basis by the amount of payments executives Happy Separation ALBUQUERQUE, N.M.
