Judge Louis Rosenberg of U.S. district court agreed Wednesday to sign a final judgment in the case after attorneys for LTV, a Dallas-based conglomerate, assured him pension and employe benefit funds would not be jeopardized. Rosenberg, who earlier held a public hearing on the proposed acquisition by LTV, approved an agreement reached March 10 between the firms and the justice department. Under the agreement, LTV must divest itself of Braniff Airways and the Okonite if it wants to acquire the $1 billion steel firm.

The discovery came during a meeting of the special interim tax study committee, set up to review Iowa's entire tax structure and make priority recommendations for change. The study will include changes in one of the biggest areas of state spending aid to local school districts. Different Interpretation Sam Wiley, of the department lof public instruction, appeared before the legislators to explain what the bill passed by the 1970 session will do to school aid calculations.

During the course of his presentation, it became apparent that the public instruction officials are interpreting the bill in a different manner than the lawmakers who drafted it. "This is a great disappointment to me," said Rep. Charles Grassley (R-New Hartford). "The way the department is interpreting the bill is completely foreign." Grassley, who is chairman of the house schools committee, cited three points of disagreement between interpretations. One is a $53 maximum increase in per pupil expenditures to be applied during the comyear's budget hearings.

Grassley said the limit was drawn up as an across-the-board New Lighting May Hamper Broadcasting Special to The Gazette AMES The highway commission is worried that new 50- foot light poles to be erected at the Dubuque street interchange of interstate 80 at Iowa City may interfere with the broadcasting frequency of station KXIC. Officials said the KXIC radio pattern is kidney-shaped. The station tower is located in the northwest quadrant of the I-80 intersection. Because of the possible interference, the commission Wednesday approved having a Washington, D. consulting firm investigate the matter.

Maximum fee for the work which may take some 12 to 20 days to complete is $4,500. But Wiley said the limit would apply to only those school systems which exceed the state average of $717 in per pupil costs. Little Schools Grassley said, the department's interpretation will "place all kinds of limits on the cost, little, school systems, but none of the big schools." addition, Grassley said the department is making a mistake interpreting a section of the school aid formula legislation that provided for extra state help in cases of extreme need or extraordinary circumstances.

Grassley said the legislature intended to let certain school districts get extra help if, for example, a parochial school in the areas closed down or if an "act of God" such as a tornado occurred. The New Hartford lawmaker said no limit on the extra aid was intended. However, Wiley said the department will limit extra state aid to districts which are spending less than about $860 per pupil. The $860 figure is 120 percent of the state per pupil spending average and represents the maximum dollar figure on which a district may receive state aid under the 1970 legislature's actions. A third area of disagreement brought up is the effect of private school students in figuring a public district's state assistance.

Both Grassley and Rep. Elmer Van Herder (R Sioux Center) contend the department's interpretation of the private student section renders the new bill "meaningless." These developments put the school aid supporters in a quandary. Technically, no formal statement of legislative intent could be adopted before January when the 1971 legislature will convene. Grassley, however, said a state department should not make sweeping interpretations on its own without consulting the legislature. Navy Pact to Collins Radio WASHINGTON, D.C.
