IQC The Cedar Bplfl Qwettei Feb." 18, 1970? Two-Level Urban Government Urged matters which affect the lives Reapportionment Plan Voted by 2 Iowa Counties By Jhe Associated Press Voters in two counties 'across the state from each other Tues day approved reapportionment plans which would have county boards of supervisors elected at large witn no residency re quirement. -V4 Dubuque and Woodbury county voters approved the method over two alternate plans, both of blems frequently have called for consolidation of power in area-wide governments that can deal more efficiently with transportation, crime, housing, education and welfare, as well as providing more equitable tax bases. But the committee proposal Is one of the first to suggest that a layer of smaller community governments be included to keep the larger unit from becoming too powerful. "Such a system must permit a genuine sharing of power over functions between a larger unit and a smaller unit," the committee said. "It must recognize a larger unit to permit economies and equities in finance.

"It must recognize a smaller unit to permit exercise 'of local power over The committee sai the system was designed to meet "'two preconditions for a revitalized metropolitan America the need for jurisdictions large enough to cope with problems that pervade entire areas, and at the same time the need for jurisdictions small enough to allow citizens to take part and take pride in the process of government." The system would end the existing clutter of small, spec ial-purpose governing units such as sewage districts, housing authorities and the like. The committee found that the present "confusing maze" of governing bodies, in the. suburbs as well as the biggest cities, frequently frustrates citizens trying to participate in government. Studies of metropolitan pro WASHINGTON (UPI) A national group of business men and educators Tuesday proposed a new kind of urban government to resolve the growing conflict between efficiency and democracy in big cities and their suburbs. The recommendation for a two-level system modeled after Toronto, Canada's, metropolitan area government was offered ty.the research and policy committee of the Committee for Economic Development, a private study organization.

The system would consist of one area-wide government covering one or more counties and a series of localized community distf ict governments. The two levels would share power and responsibility for all public services. of local citizens." The 0 0 1 0 government was created from six municipalities in 1966. Practically all public from education to water supply, are shared by the big new government and the six smaller areas. Only public transit, air pollution control, welfare, civil defense and the judicial system are solely under the metropolitan government.

The larger government handles police protection; the smaller units are in charge of fire protection. The second plan would have single-member districts with residency requirements, and the third would have supervisors elected at large, but retain the residency requirement.

Voters in Dubuque and Sioux City both heavily favored the single-member district plan. But rural voters in both counties turned, out in great numbers to offset the city dwellers' votes and adopt the at-large, no-residency-requirement method. Dubuque county had already adopted the plan last fall under a new state law outlining the three systems, but a referendum on the question was called for. 05 tv 8 -4 N(. tliliilaiiliitll Standard Appliance offers sensational "BUYS" during IfilSiiBllSHSifilliKlis iirif In Ida county, residents voted sum Tuesday night to keep the jrrnrj present system, in which supervisors are elected from AP Photo separate districts within the Frozen Whiskers county.
