On this date: In 1521, the navigator, Ferdinand Magellan, reached the Philippines, In 1751, the fourth U.S. president, James Madison, was born in Port Conway, Va. In 1802, an act of Congress authorized the establishment of the U.S. Military Academy at West Point, N.Y.

In 1942, it was disclosed that American troops had arrived in Australia. In 1943, American bombers attacked Japanese installations in the Aleutians. In 1945, Japanese resistance on Iwo Jima came to an end after one of the bloodiest battles of the Pacific war. Ten years ago In Soviet Russia, 1,378 unopposed Communist party candidates were elected to the Supreme Soviet. Five years ago India protested to the United Nations against a provisional border agreement between Pakistan and Communist China.

One year ago Communist gunners shelled a U.S. merchant ship near Saigon. Why Be Afraid To Be Afraid? By ELB and WALT DULANEY Faced with a self-evaluation form and two one- word descriptions to choose from, nearly everyone's pencil would itch to check "bold" in preference to 'cautious." Somehow "cautious" conjures up the image a prim person tiptoeing through life, side-stepping each wave and avoiding every breeze for fear of a chill, while "bold" sings of heroes, adventures and iassions aflame. As small fry we were driven to all sorts of reckless acts to avoid wearing the "cautious" label. Let someone aunt us with "I bet you're too chicken and we're lalf way up the telephone pole proving we're not.

But it doesn't stop at 12. For many of us, teenagers and adults alike, the thought of be- ng labeled "cautious" remains so strong a threat that we do all sorts of dumb things to disguise our fears. We are literally afraid to be afraid. Watch Mike out with the boys. At 24 he should be his own man, but when his pushing him to Sell It Through The NEWS QUICK Schneck's Bar REHRERSBURG, PA.

How can 'ou have any kind of opinion unless you've tried it?" It's effective; Alike is immobilized. "I'm afraid it might open that drug door for me and might not be able to close it ater on," is in his head, but he can't say it. Somehow he's afraid to admit his fear, afraid itt buddies start join them in thought of swimming out to the reef with the gang is nothinj more than a reflection of ou limp dog-paddle.

The risk is big and senseless for "sinkers" us. If it bothers us enough stay on shore, we'll head for th 'Y' Monday and enroll in i swim and condition class. Bu the fear that beaches us is real and positive. We'd wise heed it. of the "timid Mike" image will buy him with "the it Or check Tom.

Unexpectedly Suzie's parents have been called out of town. Their cozy TV date has turned into "the night." As the finale nears, he's scared. Vhat if she becomes pregnant? Jut passion and fear of being thought "un-loverly" propel him on without even a mention of contraceptives. And don't forget Mr. Wilson, he commuter who remains in he rocketing car after his'car pool chauffeur, buoyant after everal 5 o'clock martinis reuses to lower speed on the icy pavements.

He, too, is afraid to admit he's afraid. In kid days we're taught to' overcome fears. "Go on, Henry, the nice doggie. He won't lurt you." "If you want that candy bar, Julie Mae, you march right up to the lady behind the counter and you ask her for it, and be sure you get your change." This is good. We should defeat night goblins and timid tremors that make us quake at five.

But there are other fears that we should respect and obey. Fear, then, can be positive as well as negative. What's the dividing line? There's one way to map it, and that's to admit our anxiety and to examine critically. We can't hide our fear and study it. It's got to come out in the open that's a prerequisite of bravery.

Study the real heroes, the men who conquered the arch of the sky and the depths of the oceans, and you'll find they were frank about their fears. As risks and rewards. "What's th chance of this happening if I that?" Fear is a bad odd score A child will whimper as sucks a burned finger and say "Oh, I wish my fingers didn hurt," but we know that i there'd be no pain to warn him to take his hand off the gril! he'd have left it on long enoug to permannently damage th tissue. Like pain, fear (th anticipation of pain) is a savin force. In our book, it's a sign maturity to be able to say, "I'm afraid to do that," and to sto and examine our fears out i the open, rather than to sense lessly throw our motors int high gear, and to race on pre tending we feel no tremors quakes just because e' afraid of what people will say i we confess we're not Superman liike, who thought we were? claims, "I color him "numb" or "dumb," or an out- and-out liar.

for the man who never knew fear," Once our fears are spotlighted, they're easily catalogued as positive Admitting your stomach goes loop-the-loop at the thought of a public speech opens the door to studying exactly what harm can come to you if you stand up, face an audience and open your mouth. Obviously the danger is minimal, so we work to over come the phobia, rather than dodge it.
