Donnelly, Houghton, spoke to the Ontonagon County Board of Supervisors on mental health Tuesday afternoon at the Ontonagon Courthouse. He stressed that this is an increasing problem in the county, state and nation. Donnelly noted that besides a sociological problem, mental health is a great fin ancial problem.

He stated that the first 12 months that a patient is in the Newberry State Hospital, the county must pay $5.90 a day. Ten years ago that rate was $3.33 a day and the costs are going up each year. Judge Donnelly feels that the remedy to the problem lies part i a 11 In Act 54. Act 54 authorized any number of counties to join and form a mental health i i 1 The regulations are that if such a forms, a permanent hoard of 12 members is chosen and adopts a State Mental Health approved budget. If this is done, the state will pay 60 per cent of the total cost and the counties 40 per cent.

Judge Donnelly related to the board that the three counties of Baraga, Houghton and Keweenaw have already gone on record as approving a four coun- iy Mental Health Clinic set up. He distributed a financial breakdown of what is now being paid by Ontonagon County to the Upper Peninsula Guidance Clinic and to the Upper Peninsula Mental Health Association at Marquette. He praised the county's receiving of a traffic award for last year and of the improvement of the record keeping system of the department. He then outlined the pay and fringe benefits received by the village police department as compared to the county. He said he and the other deputies were not asking for a 40 hour week but only for overtime after 48 hours.

He explained that the special deputies lined to relieve the regular men are not trained for police work and have regular jobs that they must attend to. The board held a lengthy discussion with Carr and pointed out that-many of the requests were well taken. They asked him to try and formulate how much the overtime provision would cost the county as well as other requests and present them at the January the board decided that false arrest bond should be approved Immediately at a cost of $17.50. In other action, Duncan Cameron and Attorney Donald Munroe spoke of the efforts being made to receive an Accelerated Public Works Grant, for the buidiing of a new jail as well as a new county garage at Bruce Crossing.
