DAVENPORT (UPI) Gov, Robert D. Ray said Wednesday he will ask for laws to control dynamite and explosives and to allow witness immunity under circumstances when the Iowa Legislature convenes in 1971. In an address to the Iowa Association of Chiefs of Police and other peace officers, Ray also reiterated his intention to work for a modernization of the state's court system and a unified court structure.
