Asks End Of Sports Exemptions By Tom Seppy WASHINGTON (AP) Stripping away the antitrust exemptions for the four major professional sports will not harm the competitive balance of the teams in a league, congress was told Tuesday. Dr. Roger Noll, an economist who edited a Brookings Institution study, "Government and the Sports and three of his contributing colleagues told the house sports committee that no sport should have an antitrust exemption. There Is no connection between the antitrust stance and the competitive stance," said Noll, who was joined by Dre. Gerald W.

Noll said the elimination of the monopolistic way the sports leagues are operated, including favorable legislation dealing with radio-television broadcasting, would not cause sports clubs to go out of business. "It might cause the financial collapse of some teams namely, those with substantial indebtedness. The reason is essentially all of the value of owning a team, as reflected in its sales price, is derived from its monopoly rights. Take away the monopoly rights and the price of a team would fall precipitously," Noll said.

Cities which are now unable to get teams because of the exclusive territorial rights given under monopolistic rules could be able to compete effectively, he said. "There is no reason why Washington should not have a baseball team," said Noll, "except that the major league doesn't want to put one here."
