Chrysler will not pay dividends on the preferred stock until after it repays the government-guaranteed loans it has already borrowed $800 million with the help of the Treasury guarantees, and the newest installment will raise the total to $1.2 billion. To cover the remaining $500 million in debt, Chrysler has agreed to pay creditors 30 cents on the dollar. Under the original financing plan worked out by the Treasury staff in January, Chrysler did not have to make the initial payment until May, and then only if it wanted to.

Under the compromise, it must pay the first 5 cents to the banks; payment of the rest of the 30 cents is still up to Chrysler. LOST: Silver ring, green stone approved the $400 million on loan guarantees, but the loan board wouldn't go along. Instead, the compromise provides that Chrysler must make the payment in 30 days, a company official said. The arrangement reportedly has the blessing of the loan board headed by Treasury Secretary Donald T. Regan, whose Treasury staff has insisted on a package of financial concessions and sacrifices by Chrysler, its employees, suppliers and creditors the banks and insurance companies.

Without these concessions, Chrysler cannot recover financially, the Treasury staff determined. The government sold $4.3 billion of three-month bills at an average discount of 14.103 percent, down from 15.464 percent a week earlier. The government also sold $4.3 billion worth of six-month bills at an average discount of 13.611 percent, down from 14.760 percent a week ago.

The new six-month rate, the lowest since Jan. 5, means that banks and thrift institutions may pay up to 13.861 percent interest on six-month money market certificates issued in denominations of $10,000 or more, beginning Thursday. The current interest ceiling for these certificates is 15.010 percent. lacocca said Tuesday that the final major obstacle blocking $400 million in new government loan guarantees for the company has been eliminated with an agreement between Chrysler, a handful of New York banks and the government's Loan Guarantee Board. "It all went together last night (Monday) about 8 p.m.," lacocca said in an interview in the New York Yankee clubhouse at the Yankees' Fort Lauderdale, spring training camp. "It's real good news." Chrysler said it sold 19,294 domestic models, up 4.5 percent from 18,467. Volkswagen of America sales of 5,472 U.S. built Rabbit sedans were up 1.3 percent from 5,401 last year.

American Motors Corp. sales were estimated at 3,800, a decline of 2.5 percent from 3,899. AMC reports sales only at the end of each month. So far this year, U.S. automakers have sold 774,673 domestic car's, down 18.8 percent from 953,604 last year.

Sales for the year are off 23.4 percent at GM, 16.5 percent at Ford and an estimated 7.5 percent at AMC. Atherton said the WMT radio and television operations will continue for the time being to operate in their present building in northeast Cedar Rapids, but that they would occupy separate space and have totally separate staffs. He said no definite plans have been made, but that it is presumed the AM-FM radio operation eventually will find new quarters. Larry Edwards, vice president of the present company and general manager of the radio stations, will continue to head the radio stations. The WMT call letters are the property of Cosmos, Atherton said, so they will remain with the radio stations. This means WMT-TV will have to find new call letters, but Atherton said it will be some time before the change is made.

A lot of research goes into picking call letters, he pointed out. WMT-TV of Cedar Rapids is being sold to Guy Gannett Broadcasting Services of Portland, Maine, it was announced Tuesday. Purchase price was not announced. The sale will mean new call letters for the station. The sale is subject to approval by the Federal Communications Commission.

Application will be filed in the near future, a station spokesman said, but approval customarily takes several months. It will be the second change of ownership within about a year. Cosmos Broadcasting Corp. of Columbia, S.C., a subsidiary of the Liberty Corp. of Greenville, S.C., purchased Orion Broadcasting Inc.

of Louisville for $110 million last June. Because the acquisition would give it more stations than the FCC allows, the Orion purchase was conditioned on sale of Orion's Cedar Rapids and Green Bay television stations. Cosmos-Orion will, however, retain the WMT radio operations. It also will retain television properties in Louisville, Orion headquarters, and Evansville. The sale was announced Tuesday in Portland by Jean Gannett Hawley, president of Guy Gannett Broadcasting.

She said the station will continue to operate in its present manner. No changes of personnel are planned. The company now operates WGAN-TV in Portland and WGGB-TV in Springfield, Mass. The acquisition announced Tuesday is the third in the Midwest, the previous two being radio stations KSTT and WXLP in the Quad Cities. The company also operates radio stations in Oklahoma City, Miami and Portland.

New orders for durable goods declined $1.8 billion to $80.9 billion, the first such decline since August, when orders dropped 2.7 percent. A Commerce Department specialist said orders were almost entirely pulled down by declines in automobile assembly, shipbuilding and steel orders. Offsetting the declines somewhat were increased orders reported for machinery, up 6.8 percent from December. After increasing in December, the portion of orders coming from the Pentagon declined 28 percent, while non-defense capital goods orders went up 8.4 percent.

During the month, manufacturers shipped $80.2 billion worth of durables, continuing the upward trend in shipments evident since last August.
