An IDOT contingent will join city, county and Chamber of Commerce officials for a ribbon-cutting ceremony that will open a 15.6-mile freeway bypass on the city's west side to traffic after 11 years of planning and construction.

New Highway 218 will allow traffic to skirt the city to the west, between the intersection of inter-states 380 and 80 and Highway 22 in Washington County. The new four-lane highway has exits at Melrose Avenue, Highway 1, the Johnson County Fairgrounds, Hills and Riverside. The 4.9-mile stretch between Hills and Riverside was opened to traffic in November 1982. The 4-mile segment between Hills and the fairgrounds was opened in October 1983. Robert Henely, IDOT's District 6 engineer, said Monday that the 6.7-mile segment opening Wednesday cost $17 million, bringing the total cost of the project to $32 million, or just over $2 million a mile.

A CONTINGENT of 10 IDOT officials, including three of seven IDOT commissioners, is scheduled to attend the 11 a.m. ribbon cutting at the Highway 1 interchange. That same group is scheduled to meet over lunch to discuss the Chamber of Commerce's push to provide a new link between 1-80 and an east-side industrial park area. That proposed link involves Local Road, an extension of Iowa City's Rochester Avenue that runs east over 1-80 to West Branch. The state now has jurisdiction over what's officially state Highway 979, but is eager to transfer responsibility and maintenance costs to the county.

The county, meanwhile, wants IDOT to assume jurisdiction of North Dubuque Street between I-80 and the Coralville Lake Dam road south of North Liberty. There's also the issue of old Highway 218 between the Johnson County Fairgrounds and the Johnson-Washington county line north of Highway 22. IDOT wquld like the county to pick up that segment, too, as well as segments of state Highways 405 and 109 stump roads that run through Lone Tree and Oxford, respectively. IDOT has offered the county $200,000 to subsidize the costs of improving Local Road to accommodate the semi-trailer truck traffic generated by the Business Development Inc. industrial park area.

The supervisors balked at that offer when it was made last year, claiming it's too low. Johnson County Engineer Bud Gode will tell the supervisors this morning that he estimates the cost of upgrading Local Road will be $1.5 million. The existing road, he said Monday, varies in width from 66 to 80 feet and would have to be widened to 100 to 160 feet. in the state's taxes on gasoline and diesel fuel. The program is expected to generate $48 million a year by 1987.

Henely said Monday RISE money may be one option for Local Road, but that IDOT is a long way from passing out funding through the new program. "We work under administrative rules, and we will not be able to implement any RISE funds until those administrative rules have been agreed to by all parties the cities, the counties and our own staff and commission," he said. "We'll try to expedite that, but we still have a lot of work to do." Henely also said IDOT's not likely to single out Local Road for special attention despite the fact negotiations with the county are at an impasse. "I discussed this last Thursday with Bob Given, our highway division director, and he reaffirmed to me that we should have a package deal," Henely said. "That's our position at this time." That estimate, he said, assumes condemnation proceedings won't be necessary to secure the needed right-of-way. Gode said his estimate calls from paving the road between Iowa City and 1-80 and maintaining a gravel surface between 1-80 and the Johnson-Cedar county line. The city plans to extend Scott Boulevard north to Local Road, following the alignment of an existing north-south gravel road at Washington and Court streets.

The proposal has upset neighborhood residents, who aren't eager to live with the danger, noise and nuisance they associate with semitrailer truck traffic. The city has sent a letter to IDOT Chairman Robert Rigler, asking that funds from the state's new Revitalize Iowa's Sound Economy program known as RISE be used to subsidize the costs of improving Local Road. That program will provide funding for road projects linked to economic development efforts.
