Milwaukee, July Wendt, who became city controller yesterday under tragic circumstances, revealed last night that heated disputes preceded his shooting by City Controller Louis Kotecki, died by his own hand Wendt said the trouble was an outgrowth of his testimony before the grand jury which four months indicted Kotecki on malfeasance charges In connection with the alleged embezzlement ot $500,000 In city funds. A former city treasurer and a bank president are under indictment on embezzlement charges. Berated Several Times. Greatly improved, but still in a serious condition, Wendt told fnends that Kotecki berated him several times for testifying and said that he offered to resign when he learned his chief apparently had lost confidence in him.

Each time, Wendt continued, Kotecki pleaded with him to remain on the job "He complained repeatedly about appearance before the grand lury and was under the impression that I had given testimony that as harmful to him," Wendt said "He oecame angry and would not believe anything that was told him --he simply had the idea that he had been double-crossed and that his best friend and associate in the office, was responsible. Expected an Outburst. "The controller, worried by many things, including unjust criticism of his office, didn't seem to understand that his own force was loyal to him and honestly believed him innocent of the charges made by the giand jur" Wendt said that shortly before the shooting Tuesday afternoon Kotecki came into his office and took a seat, saying nothing. Wendt said he expected another outburst frori his chief but had no idea he would become violent. He said he turned to answer the telephone and was suddenly jolted out of his chair and thrown to the floor.
