Boosting Affluence By WILLIAM POOLE A tight local housing market loosened up a bit today with the official opening of the rental office of the Westgate Apartments in West Brattleboro. Designed to meet the needs of middle income families, the town house apartments are subsidized through a Federal Housing Administration program known as the 236 housing program.

The first group of 100 apartments are expected to be occupied by Aug. 1 and all units should be in full use by local families some time next fall. Many area families should qualify for the subsidized program, which sets minimum rents for one-bedroom apartments at $123 a month, two-bedroom units at $143 and three bedroom apartments at $160. Eligibility for participation by families in the program and the amount of rent they must pay depends upon the total income of each family. He travels the campaign trails in a fully-contained motorized camper that he now uses for his summer home. Jeffords likes this method of meeting the people because it allows him more easily to take his family along. The trailer, emblazoned with his name and goals, serves as a mobile billboard, spreading his name wherever it travels.

Friday morning Jeffords crossed to Windham County from Bennington to undertake campaigning along the Deerfield Valley. Arriving in Wilmington an hour late due to a malfunction in his rolling home, the candidate hit the streets immediately, walking into stores and introdueing himself, asking how things were going, answering questions. He moved briskly through town, shaking hands with everyone he met. His path was followed by two lovely teenaged nieces who are serving as campaign aides for the attorney general. They carried Jeffords literature, bumper stickers, and petitions, distributing information and gathering At times on the streets of Wilmington, which relys heavily on the tourist trade for its economic base, it was difficult to find a Vermont voter.

Jeffords met a middle-aged couple in one store and introduced himself as a candidate. The couple said hello and that they were from Rhode Island. Well good, nice to have you here, said Jeffords with a grin. Spend lots of money. Jeffords moved fast, but without seeming to be hurried.

His smile never wavered. He listened to the comments of storekeepers, bank clerks, an undertaker, and a philosopher. In one store he stopped and bought a bottle of Pepto-Bismol. The pace was slowed somewhat when Jeffords walked into the downtown office building that houses realtors, contractors, and other prominent members of the business community. Jeffords found himself questioned at length about his intentions if elected, concerning such topics as administering Act 250; the question of taxation; and regionalization of local governments.

The candidate was asked at the beginning of the hour -long dialogue if he was faipiliar with the requirements of Act 250. Well, yes, Jeffords said.
