The selectboard approved deals with the Greater Upper Valley Solid Waste Management District and Twin State Sand Gravel Tuesday. Now the proposal must be approved by a division of the state Environmental Board. The selectboards agreement with Twin State is contingent upon a clarification of the plan and the approval of a group of residents who live on the route traveled by the trucks. Unless they (Twin State and the neighborhood group) agree to it there is no agreement, selectboard Chairman Richard Grassi said Tuesday.

Twin State President Warren Bud Ames said town officials believed the agreement did not clarify that Twin State would stop using South Main Street, Sykes Avenue and Connecticut River Road once a new route was built. Hopefully, people will think before they take their dogs out.

Remillard said dog owners had had their chance, citing many complaints. Prospect Hill Cemetery is a prime target, he said; of the public parks, one worker at the board meeting said Plaza Park was particularly foul. The ordinance will receive its second reading at a subsequent board meeting, after which it will become law. The board adopted a new ordinance to license street entertainment and define where it can take place. It will take effect in three weeks.

Its designed to get entertainers on the street, said Selectman Greg Worden, though the board did not set specific fees or the length of time an enttr-tainment license could be in force. Do we really want people juggling knives and playing with fire on Main Street? asked Selectman Matt Speno. This isnt Burlington." If a juggler wants to come in and juggle knives, torches, grenades with no pins and loaded hes not going to get a permit anyway, said West. In order to protect the interests of store owners, Tbwn Attorney Robert Fisher added a provision making street entertainers responsible for obtaining permission to perform in front of an open store, which the board approved.
