Biattieboro Reformer Friday, January 15, 1 988 $20 million sought for Vicon plant RUTLAND (AP) The Rutland County Solid Waste District board has voted to ask the Legislature for a loan from the state of up to $20 million to buy the troubled Vicon Recovery Systems waste incinerator. Under a draft proposal approved by district representatives Wednesday night, the solid waste district would purchase the facility from Vicon for the benefit of towns in Bennington, Addison and Rutland counties. Officials said the district hopes to secure a loan through a state revolving fund for solid waste projects. There was no indication whether Vicon or the Legislature would go along with the deal. District representatives gave the districts negotiating team the authority to start negotiating the terms of purchase of the plant with the Industrial Bank of Japan, Vicons financial backer.

The bank has loaned Vicon nearly $30 million toward the project. District officials suggested Vicon might be paid to operate the facility if the distinct bought it. Members of the districts executive committee said Gov. Madeleine M. Kunins special counsel on the Vicon project, lawyer Jonathan Brownell of Calais, had met with them in Rutland on Monday to discuss the possibility of the district financing and operating the facility The district took the move alter Vicon officials issued an interim agreement to burn trash at tne plant at $65 a ton.

District officials have balked at that price and voted Wednesday night to pay no more than $32 a ton for trash disposal there. Vicon has threatened to burn out-of-state trash at the plant if the district towns decide that the project has become too expensive for them The district originally contracted with Vicon to build the plant to burn trash at $16.50 a ton.
