PAUL (AP) Declining farm values in Minnesota will mean a significant shift in property taxes from farms to businesses and non-farm homes in rural Minnesota this year and next year, a study shows. The study, released Friday by the Minnesota House Research Department, projects a statewide decrease of 7.3 percent in 1987 and of 9.8 percent in 1988 in taxes derived from farm homes. At the same time, property taxes on non-farm homes are projected to increase statewide by 5.1 percent in 1987 and 9.9 percent in 1988. The figures are net taxes payable after property tax credits are subtracted. Commercial property taxes are expected to increase statewide this year by 12.1 percent, 5.8 percent in 1988, and even more in agricultural areas.

While the Twin Cities area won't have a widespread shift in property tax burden from farms to other property, metro-area homeowners will see greater tax increases next year than outstate homeowners because many in the metro area already are at the $700 limit for homestead credits. (AP) -Demolition began Saturday on the historic mansion of the late Dr. Charles H. Mayo, co-founder of the Mayo Clinic, a city official said.

City Attorney Fred Suhler said demolition began even though the building's owner, Rex Savage of Rochester, did not obtain the demolition permit required by city code. Suhler said the city bad postponed action on a demolition permit for Savage because an environmental assessment had not been completed. The assessment is required under state law because the mansion is on the National Register of Historic Places, Suhler said. "Mr. Savage, for whatever rea son, decided he didn't want to deal with the law on this matter," Suhler said.

Suhler said violation of the city code is a misdemeanor. He said he would study the case further on Monday. Savage could not be reached for comment Saturday. His home telephone number is unlisted and a coworker at Satisfication Real Estate in Rochester said he was not in the office. Savage also did not return a reporter's telephone calls.

John Kruesel, who conducted an ill-fated auction of the 13-bedroom landmark, had said on Thursday that the mansion was to be torn down today. But on Friday, he said demolition had been postponed indefinitely, Charles H. Mayo and his brother, the late Dr. William J. Mayo, founded the clinic.

The three-story 1893 Mayo house, though magnificent in its heyday, has fallen on hard times since Charles Mayo moved out in about 1918 after living there 25 years. It has been a YWCA building, nurses' quarters and, most recently, a garishly decorated rooming bouse. It had been on the market for $225,000 for several years with no takers.
