The 15-year HRD veteran succeeds former Oakland office manager Byas-see, who will head the Vallejo HRD center. Byassee, 37, joined HRD in 1957 and has been manager of the Oakland HRD employment office for 16 months.

Banks, framer head of the Seafarers International Union in Canada, and the California Inland Pilots Association to stop operating vessels carrying harbor pilots to ships on San Francisco Bay. Harbor Carriers, a PUC-certificated complained that its monthly revenue was reduced from $16,500 to $2,000 as a result of operations by Banks Marine Charters and toe association. Protection for Field Workers SACRAMENTO (AP) The Senate Finance Committee has voted to give farm workers more protection from being poisoned by 'pesticides sprayed in toe fields Where they work. The committee yesterday sent to the full Senate a bill by Sen. Nicholas Petris, D-Oakland, requiring county health official to inspect fields where poisons have been used and to quarantine any that are unsafe. The measure also requires growers to post signs in both Spanish and English tolling which pesticide was used, the symptoms of its poisoning of humans, what first aid treatment is needed, and how to reach a doctor.
