HOMING INSTINCT Most anglers who regularly fish a particular body of have hail Ihc experience of catching a fish lime and again from almost the same place. If they've been releasing that fish. soon ihcy begin lo wonder if they aren't ditching the same fish each lime. Perhaps the answer may he found in some information that recently came lo Ihe intention of Mercury outboards' fishing department. It seems lhat some southwest fisheries biologists were sampling a lake to determine ibc mix of rough and game fish.

and the size and age of fish living in the lake. In the process of taking a sample, they trapped some li.sh and moved them a considerable distance away where Ihcy were placed in a holding pen lo be later. One of the lish was a large bluegill thai was tagged and kepi for examination. Somehow, the bluegill escaped from the holding pen. Its absence was noted by the biolo- when Ihcy cleared Ihe pen of all fish.

Later, as more fish were being caught for a phase of (lie survey, the previously tagged bluegill turned up in the capture ret in exactly the same place it had been taken the first time. Evidently, after escaping from the holding pen, the freedom-seeking bluegill went directly back to its home and took up ils former position. The distance traveled was about one- half mile. Although this isn't conclusive proof that fish possess a homing instinct, it does reinforce the belief by many anglers who practice "calch-and-re- Icase" lhat a fish will return to exactly the same log. New Year'i Eve, Chrlitmas Eve. Thanksgiving Day and three, leeway snow days." ne said "Now even by holding school on all those days except Memorial Day. the possibility of getting 180 weekdays' instruction by the legal deadline of next June 30 no longer exists for those three." The 1949 Pennsylvania School Code requirement lhat "all public kindergarten, elementary and secondary schools shall be kept open each year for at least 180 days of instruction for pupils" began heading for limbo soon after the General Assembly legalized teacher strikes in 1970.

Each year's strikes, coupled with some school districts' unwillingness to make up strike-lost days on the theory that enabled teachers to recover strike-lost pay, have cut some school calendars below 180 days. But last March 8 Commonwealth Court, in the case of Education Secretary John Pittenger versus the Union Area School Board, forced Union Area to make up five strike- lost days to reach the 180-day total in the 1975-76 school year. But the courts have not yet ruled on the conflicts that have become apparent between the code'i 1 (0-day requirement and the itrlke rlghti by Act 1W of 1970, The state Education and Justice departments (lied suit in Commonwealth Court Oct. 15 against both West Jefferson Hills School District and the Jefferson Federation of Teachers in an attempt to force striking teachers back to classrooms. The suit also asked the court to require makeup of strike-lost days.

The court has sol a Nov. 3 hearing date. Do Angel is said that as of Thursday the districts of Montour Area. Allegheny County; Western Wayne. Wayne County; Harrisburg.

Dauphin County; Mincrsville Area. Schuylkill County. Franklin Area. Venango County, and Central Chester Area Vocational Technic.il School. Chester County, were closed by teacher strikes.

"We have 46 other districts where school is 'in session without agreement having been reached on new teacher contracts." he said, "and 24 of those are in fact-finding procedures. "Our total agfrefite itrlkei to date thli year number M. compared to a total last year. It's a lexer number, but the problems are there." Do Angel is said the state withholds statr instructional subsidies for each day below 180 a district's schools fail to instruct. DERRY THIATK Honhty BUGS BUNNY SUPERSTAR Set.
