the citys first such development, surfaced at a meeting of the Oakland Redevelopment Agency yesterday. Acorn, charged agency commissioner Jack Summerfield, is a disgraceful mess. He said it will take several hundred thousand dollars to get it back into shape. He said many of the 497 units in Acorn I are badly in need of new paint, new windows, gutters and landscaping. Also, he charged, ACorn management seems to be making no effort to encourage racial integration.

Tenants are mostly black, he said. West Oakland used to be an area where rich, white Americans lived, before it became a mostly black area, Summerfield said. Acorn was a chance to reintegrate Their attitude seems to be a so bad about it (Acorn) Williams told commissioners. Williams said he has asked a 1 a nd Redevelopment Agency legal counsel Steven' Goldfarb to look into what options are open to the agency to see that Acorn does not der teriorate further. One possibility, he said, is that the agency' may wish to take over maintenance and operation of the (project.

Another is that the operation could be split up into two or more managers. It may be that Acorn is-simply too large for a single firm to handle, Williams said. He said he has scheduled a meeting with Acorn managers next week to discuss the problems. Acorn, the first renewal program of the redevelopment County Building Trades Council, owners and operators of Acorn. 1 You can leave me out, Jure declared.

Im tired of meeting with them. Its time for action. Sharpe said Acorn management has a right to defend themselves, and suggested that a public discussion of the problems at Acorn might result in improved maintenance and a a of the project. Agency executive diector John B. Williams said the agency staff is deeply involved in discussion with Acorn operators orr such matters as improved landscaping, selection of exterior paint colors, and general upgrading of the area.

But, he added, what is really' needed is for the management to formulate ome kind of tenant participation pro- Pon- MARINE ENGS. Crs. Cft S250 tiec. set-up for let 8200 932-2353 MERCURY 1970 o-b 135 hp incl. with prop.

We should put every bit of pressure on management to see that an eyesore doesnt develop as it has in other cities, Williams told commissioners. Announcement of the federal department of Housing and Urban Development funding was made yesterday by U.S., Senator -John V. Tunney and Congressman Ronald Del-lums. The grant is identical to the amount awarded to the West Oakland project last year. Plans call for like sums to be granted for the next several years. Model Cities Executive Director Maurice Dawson said -yesterday that the funds will be used for the continuation of some 18 projects already under way.

Main emphasis in terms of priority will be on housing development and establishment of a modular housing plant in West Oakland, he said. Dawson explained that the modular housing plant will be set up through a development corporation, with the seed money coming from the Model Cities program. Dawson, the originator of the modular housing plant idea, said the facility will employ some 300 persons in the plant and. another 30 in the field. He said it is hoped that the plant will produce about 1,000 units annijally.

The model 'Cities director said he was. particularly pleased about the second-year funding announcement because of earlier criticism which' led some segments of the community to believe the program would not be St. Benlda.
