The fax machine also saves employee time in transcribing call-in orders and will mean more accurate service, she said. In preparation for the start of the new service, Burger King employees spent three days visiting area businesses, dropping off menus and special fax order forms, Morgan said. taurant spokeswoman Cindy Mielke said.

"In that area within a 20-block radius of the restaurant we came up with 42 companies that have fax machines. "At lunch time, when it is really busy, even though we have fast food, you do have to wait in line to place your order," she said. "A lot of people don't have much time for lunch, and they turn away when they tee a long line," said Jeanie Morgan, Burger King district manager. With the new system, customers with fax access can send their WAUSAU, Wis. A Wausau fast food restaurant is launching a fax food service it says will better suit the busy schedule of business people even in the north woods city of Wausau.

Burger King announced it installed a facsimile, or fax, machine to take orders from area businesses, starting this week, and is offering a 10 percent discount on the food ordered via fax. Ainiey, 49, represented Bemidji and northern Minnesota from 1978 through 1982 as an Independent-Republican member of the state House of Representatives.

He was also, for a short time in 1981, an IR candidate for governor in the 1982 race. I. I Assojnwwj fess MINNEAPOLIS More than 54 percent of youngsters accused of crimes in Minnesota appear in juvenile court without lawyers, according to a new study. The study of 17,196 formal petitions of delinquency and status cases in Minnesota juvenile courts also found that 30.7 percent of juveniles who were removed from their home did not have lawyers and 26.5 percent of those incarcerated did not have lawyers. "These very high rates of home removal and incarceration without representation constitute an indictment of all participants in the Minnesota juvenile justice process," said the author of the study, University of Minnesota law professor Barry Feld.

"Only the cynical or myopic can contend that immature and impressionable young juveniles can waive their right to counsel alone and unaided," he wrote in his report. He called for "legislation or judicial rules of procedure mandating the automatic and non-waivable appointment of counsel at the earliest stage in a delinquency proceeding." Judge Dennis Challeen handles most cases of juveniles in Winona County, where only 4.7 percent have lawyers. He said he tries to teach juveniles to take responsibility for their actions. "Sometimes lawyers give the wrong message to kids. The message is: 'It isn't what you did.

It's what they can prove you did. Feld's findings are part of a study on legal representation of juveniles in Minnesota after the 1967 U.S. Supreme Court said youths facing criminal charges have a right to a lawyer. "It's a very solid piece of research," said Ira Schwartz, director of the Center for the Study of Youth Policy at the University of Michigan. "It raises some extremely troubling questions for the juvenile justice system in Minnesota, but also nationally." The study showed that: Of all juveniles in Minnesota courts, 54.7 percent were not represented by a lawyer.

Most juveniles who are not represented by lawyers are accused of relatively minor crimes. One in five juveniles accused of felonies against other people and one in three accused of felony property crimes give up their right to an attorney. Compared to white youths, 12 percent more black youths with no prior record are incarcerated for felonies against other people on the first offense. Of blacks with one or two prior offenses, 24 percent more are incarcerated, and with three or more prior offenses, 11 percent more are incarcerated. Kohl on judges MILWAUKEE Sen.

Herbert Kohl says federal judges are "hostages" of a congressional pay system and should have their wages determined separately so their salaries can compete better with the private sector. Kohl, D-Wis noted that the salaries of judges and members of Congress were linked in a 1967 law that created the Quadrennial Commission to recommend federal pay in- EXTRA STRENGTH Congress linked the salaries to avoid the political fallout from voting itself a separate pay raise," said Kohl, a member of the Senate committees on the judiciary and governmental affairs. Treaty rights WAUSAU, Wis. When Fred Tribble read the Chippewa Indians' treaties with the United States while doing research for an Indian law class, he was surprised at what he learned. "As I went through these treaties, I never came across a phrase that said we could only hunt or fish on the reservation," he recalled.

Nearly 15 years after he and his brother tried to spear fish off a reservation in a test of those rights, Tribble said he is still waiting for positive results, which he says have not come despite court victories for the tribe. "Most kids who experiment with drugs, wreck a car or shoplift just miraculously stop it when they get out of high school," she said.

"These kids are just responding to peer pressure. They'll straighten out, get jobs and get married." But the delinquent acts of a minority of teen-age boys are the beginnings of careers in crime, she noted. Such teens will probably become the 5 percent of men who are responsible for half of serious crimes, she said. "I think you could really do something about the crime rate if you could identify these people early and do something to help them," Moffitt said. Associated Press MADISON, Wis.

A University of Wisconsin professor says her research indicating delinquent behavior is common among adolescents may be comforting to the parents of many teen-agers. Temi Moffitt, a psychology professor who specializes in delinquency and anti-social behavior, said informal surveys of her students found that most had engaged in some sort of illegal act, including: One-third reported they had been arrested, Half admitted to shoplifting. Almost 90 percent said they had cheated on a test. Moffitt said the results are even more surprising because the subjects of the survey could be considered "cream of the crop" students. Most UW students come from relatively comfortable backgrounds and half are women, she noted.

Missing boy PINE CITY, Minn.

Authorities used specially trained dogs that sniff through water Sunday to search for a 22-month-old boy who disappeared while playing near the Snake River, a Pine County sher-' iff 's dispatcher said. Some 100 volunteers and sheriff's department workers searched Saturday for Aaron Anderson, the only child of Steve and Paulette Anderson. Foul play was not suspected in the boy's disappearance. Authorities believe the boy may have fallen into the river that runs ISO feet behind his family's home. "My wife had the door open and Aaron was playing where he always plays," the boy's father said.
