Bellows Falls Man Named State Heart Fund Chairman 8-Bennington Banner, Thursday, November 10, 1966 Guard Units Post High Grades New Reform Party Created By Reunited Italian Socialists BURLINGTON Vermont Army National Guard units posted higher grades this year than last in the annual Inspector General's inspection, according to Col. Leonard F. Wing, commander of the 86th Armored Brigade, major guard unit in the state. Top unit in the state was the 1st Battalion, 172d armor, commanded by Lt. Col.

George Horton. All its companies received superior ratings. They include Headquarters Company of St. Albans, A of Swanton, of Enosburg Fails and of Morrisville. Other ratings by unit were: Burlington area: Headquarters, 86th Brigade, and its Headquarters Company; Headquarters Battery, 86th Artillery, Wil-llstonj Co.

186th Support Battalion, all excellent. Co. 186th Support Battalion, satisfactory. From the Barre area, units of the 2nd Battalion, 172nd Armor, the headquarters company of Barre was superior and others were exceUent. These included Co.

Bradford; Co. St. Johnsbury; Co. Windsor nd the LyndonviUe Detachment. Rutland area, units of the 3rd Battalion, 172nd Armor, Co.

Ludlow, was rated superior. Others receiving excellent ratings were Headquarters Co. and Co. A of Rutland and Co. of Bellows Falls.

Troop 86th Cavalry, of Newport, excellent, 86th Engineers, Bennington, excellent; 86th Artillery Units, Battery Waterbury, Battery Vergennes, and Battery RUTLAND William T. Keating of Bellows Falls, has been named state chairman for the 1967 Heart Fund Campaign, lt was announced today by Walter W. Buttrick, Jr. M.D., president of Vermont Heart Association, and Bernard H. Zals, chairman of the campaign advisory committee.

Keating is a member of the Board of Directors and the Executive Committee of the' Vermont Heart Association. He has been Bellows Falls-Rockingham town chairman, and as Windham County co-chairman, he received a special service recognition award for outstanding achievement. A graduate of Long Island Technical Institute, he served in the U.S. Navy during World War H. Formerly a sergeant of the Bellows Falls police department, Keating is director of safety for the Holmes Transportation, Inc.

In accepting the position as But the Communists themselves are divided between Moscow and Peking and, without alliance with the socialists, have no hope of taking over government or directing national policy. In parliament, the new party will rank third with 96 deputies and 35 senators, behind 166 deputies and 83 senators for the Communists and 260 deputies and 133 senators for the Christian Democrats. But just as the Communists are divided so are the Christian Democrats who range from far right to far left.

This is the reunion of Italian socialists, split since 1947 on the issue of pro and anti-communism, into a single reform party which hopes lt can come to national power by 1973.

At that time, old-line socialist Pietro Nennl became disillusioned with the Soviet Unions brand of communism, especially its bloody suppression of the Hungarian revolt, and gradually began breaking his ties with Italys own huge Communist party. By 1963, he had entered into a coalition government with Premier Aldo Moros Christian Democrats and within a short time had bioken his last links with the Communists. Alliance Renewed It became natural then that his own party would find common ground with the anticommunist Democratic Socialists with whom he had broken in 1957. While the united party has no Immediate hope of breaking the hold of the Christian Democrats who have led Italian governments either alone or in coalition for the last 20 years, it places party leadership on two 'excel- Northfield, all lent.

But the shape of any bill which emerges from the new Congress Is certain to be vastly different from what he might have obtained this year.

And when lt gets through with those matters, lt will have to decide what to do about campaign spending curbs, the future of the Great Society and how much to Increase Social Security payments. One of the first problems confronting the new Congress will be how much extra to give President Johnson for the war In Viet Nam. Estimates of the Presidents request run as high as $15 billion. The 89th Congress, despite Its own estimates of Its accomplishments, left a lot undone.

At the same time, lt generated some new issues for the 90th, An example Is the draft. Members of the 89th happily ducked the question of which was a fairer method of sending men to war: A lottery or the present system with Its many deferment categories. The Congressional Record Is filled with criticism of the present system. The chief complaint was that lt lets the smart and-or rich go to college while the less fortunate go to Viet Nam. Many members of the 89th said lt would be fairer to draw names at random for the draft.

The only thing the 89th did about lt, however, was to commit the 90th Congress to act on the question. Present draft authority expires July 1, 1967. The issue of civil rights will face the new Congress In one form or another. Whether the controversial open housing bill will be revived In the new Congress Is problematical. But there seemed little doubt the clamor generated In the 89th Congress for anti-riot legislation will carry over to the 90th.

As far as the Great Society Is concerned, lt would appear a fair assumption that no costly new programs will be called for by the administration. Because of Viet Nam costs, Johnson is expected to limit his requests to strengthening existing programs such as the Teachers Corps, city renewal and rent subsidies. There Is one area of probable harmony. The new Congress is expected to increase monthly Social Security benefits with the WASHINGTON (UPI) A whole lot of people went out Tuesday and voted no. Whatever they meant by lt, the new 90th Congress will read the message this way: Quit pushing so hard.

Everything from Viet Nam to white backlash figured In the election contests that produced GOP gubernatorial and senatorial gains plus the biggest Republican pickup in House seats since 1946. Some of these issues cut more than one way, making It even more difficult to translate the results. But a common focus of winning Republican attacks everywhere was big government, one-party rule, government spending, and the growth of federal welfare and social programs. And the electorate bought that argument to the extent of 45 extra Republican seats in the House. The new party breakdown, on the basis of almost complete returns, will be 250 Democrats and 185 Republicans.

That leaves Democrats In nominal charge. But it restores to power a coalition of Republicans and conservative Southern Democratsthat chewed up President Harry Trumans Fair Deal, and threw a block into President John F. Kennedys New Frontier, but after 1964 could only flail helplessly at President Johnsons Great Society. Such Great Society legislation as Medicare, school aid, pollution controls, and aid for big city renewal will not now be repealed. But the consensus of congressional observers today was that Johnson may as well forget about making big further advances.

The project, a four week course In land use and Christmas tree production, received federal approval and Is the first federally approved course of Its kind In the country. Total cost of the project Is $10,429 of which $6,300 will be spent In training allowances and $4,129 in Instruction and field trips. Nineteen trainees are presently enrolled In the two sections.

The course differs from most previous MDTA courses In Vermont and other states In being oriented towards a combined service agricultural occupation rather than towards the usual industrial job. Its purpose Is to teach Vermont farmers how, by the proper planting, cutting, nurture and marketing of Christmas trees and the utilization of related by-products, they can realize a greater and faster year-round return than if the same land were used for crops, pasturage or timber. Since the advent of the artificial Christmas tree there Is no longer a metropolitan market for second and third quality trees cut haphazardly from farmers oodlots In off season opera-ons. There Is still, however, a large and permanent demand for quality trees grown from seedlings and lt Is the techniques of this business which the present MDTA course Is teaching. This Is a unique concept for the Manpower Development and Training Act In that it Is an attempt to keep pace with the changing agricultural economy of a state and, In a sense, Is creating Jobs where none existed before, or at least, Is upgrading a seasonal operation to the point where lt can be' financially remunerative on a year-round basis.

In the organization and development of this course, the Vermont Department of Employment Security worked closely with the Vermont Department of Agriculture, the Federal Extension Service and the Farm Family Projects which Is a branch of the MDTA Experimental and Demonstration Project.
