Leach's Victory 1 The Enquirer pretends that it has won a victor; over The Tribune bydneana of the decision of the President of the International Typographical Union, and In so far as The Tribune has been making the fight for organized labor in Oakland, this is true, bat The Tbibuke has bnt a secondary interest in the fight. In 'a bosinesa sense it makes no difference whatever to as, and we are as well satisfied with one yule as another so long as it is made to apply equally to all. Primarily the victory, if victory it is, has been gained at the expense of the working printers of Oakland. It means a loss of some 00 a month to them, and this is not a light matter at this time. We have endeavored in this matter to Qu.rtet(0., support the efforts of the organized labor Tb of the city to the best of our ability, and Mr.

Leach, having gained a temponry advantage, seeks to make the public believe that it is a victory over The Tribune. If the Enquirer chooses to identify The Tribune with the cause of organized labor we have no objection. C. Hart, tenor, end tenor. Grey. Grant the Franchise. Livermore Herald. On Monday next tbe Supervisors of this county will take action in the matter of the application of F. Chappellet and others for a fian-chise for an electric railroad from Haywards to 8anta Clara county, the promoters of the scheme intending, if they get the franchise they are seeking, to construct an electric road which will run from Haywards to San Jose by way of Decoto, Niles, Mission ban Jose and Warm Springs, vritn a branch tapping Alt arado, Ccn tcrvllle and Irvington, and connecting with the trunk line between Haywards and Decoto and also at Irvington.

The Supervisors ought to grant the franchise unhesitatingly, but upon conditions that will encourage the earlv completlou of the work. Every steam, electric or cable railroad estab- lisbed in the county is a substantial help in the development of our resources, and the more we get of them the better. Thank Yon. Los Atnjeles Times. Oakland is pining for a Government appre-, priation for a Postoffice.

They would be found very cheap at 90, the cost of a years subscription to The Daily Tribune and Weekly Examiner, and cheaper still at $2 20, which covers the cost of The Weekly Tribune and the Weekly Examiner lor a year, a splendid work of art and a chance in the distribution of 5000 premiums worth $135,000. Can any city on the coast beat that speed? Tiie situation in China in relation to the recent outrages on missionaries and other foreigners is anomalous.

The Government is responsible, but is really powerless and the lowers are afraid to destroy the central authority, such as it is, by forcing it to adopt strong measures against the rioters. The outcome will probably be that the Powers will undertake the police duty of the empire. Chief Glass of the Los Angeles police ordered a dealer to take out of his window a picture which, to the police mind, offended the modesty of nature. The dealer took the terrible revenge of substituting the chiefs picture for the work of art with a label, The Glass of Fashion and the Mould of Form. The cable roads of Los Angeles are in financial difficulties.

The public aie gravely infornu-d that from January 1st to to August 15th the number of small ads. published reaches 3112. which is more than was published in utl the other Oakland dailies combined.

From January 1st to August loth covers a period of 227 dava. Three thousand one hundred and twelve ads during that time would average close to 13 5-7 ds per dav. Truly, it is a great paper that can publish lets than 14 classified advertisements per dav. Our classified columns will average over 6000 want ads, monthly, and we therefore feel justified in questioning the Enquirers assertion that 3112 ads during seven and one-half months tune is more than was published in all the other Oakland dailies combined.
