VERMONT BRIEFS Major expansion is now underway By CHRISTOPHER GRAFF The Associated Press MONTPELIER The home of Vermont state government is abuzz with activity this summer, as the state complex gets its first additions in nearly two decades. Two separate projects underway will greatly expand the Statehouse and the Pavilion Office Building and will pave the way for a complete renovation of the building housing the Supreme Court.

The first project, a $1.9 million, three-story expansion of the Statehouse, is being built onto the back of the building that houses the Legislature. It will contain a new cafeteria, new offices for the Legislatures support staff, new bathrooms, a private dining room for meetings, the offices of the House clerk and a new office for the House speaker. The second project, costing $4 million, will add 35,000 square feet onto the Pavilion Office Building, which was built in 1971, and houses the offices of the governor, the- Agency of Development and Community Affairs, the Budget and Management Department, the Tax Department, the attorney general, and the state Historical Society. The new structure will be attached to the back of the existing one, which originally was a hotel. State Buildings Commissioner John Zam- pieri said Monday the five-story addition will house divisions of the Development Agency, the Tax Department and Budget and Man- agement that are now in quarters elsewhere in Montpelier.

The state library and the librarys administrators will also be moved to the Pavilion addition from the first floor of the Supreme Court building, clearing the way for a total renovation of the court building. That work will almost double the space for the court, from 10,990 to 20,290 square feet. The Supreme Court justices, most of whom now share offices with their law clerks, will get private offices. The project will also provide conference rooms and offices for court staff now located in other buildings in Montpelier. The Pavilion addition will be joined to the Supreme Court building by a two-story colonnade and glass link.

The state librarys reading room and book display, as well as some administrative offices, will be located in the connecting building. Zampieri said the plans call for relocating the governors office, now located in the Pavilion, to the new addition. But he said Gov. Madeleine Kunin has not yet decided whether she wants the office moved. He said the back of the building will have an enclosed parking area for the governor.

A new elevator will be built that will be available fof the public but can be used privately by the governor. The Statehouse addition is scheduled to be completed in December. The new cafeteria will seat 180, compared to the 80-seat capacity Pownal district votes today POWNAL The town school district meeting will be held at 7:30 tonight at the elementary school (9 act on four articles of business. Voters will hear reports of the school board, and other officials of the district, decide whether to authorize the school board to borrow money in anticipation of revenue, vote on the district budget and transact any other business. The school district 1987-88 budget is $1,076,714, not including the Mount Anthony Union assessment of $1,156,997.

The estimated amount to be raised by taxes is $1,158,664. Terms of directors Sherry Pudvar and Stephen Counter, elected in March, begin today. The school board will meet tonight at the elementary school immediately following the district floor meeting. On the agenda is reorganization of the board, public interests and comments, the second reading of a school AIDS policy, opening of bus purchase and supply bids, bus transportation policy review, a report from Southwest Supervisory Union Assistant Superintendent Spencer Sullivan and committee reports. An executive session to discuss personnel will follow the open meeting.

AP Work continues at the Pavilion Office Building construction site. The $4 million project will add square feet to the building, which houses the tax attorney generals office and the governors staff. of the existing one. The Statehouse project will provide 10,000 square feet of new space and renovate 9,500 square feet of existing space. The Pavilion addition is scheduled to be completed within a year.

Once the state library moves into the addition, the renovations will begin on the Supreme Court. They are scheduled to be completed by the following November. Zampieri said the ambitious building project is designed to give the state much-needed space, at a time when many state offices are being moved to Waterbury. We ran out of room here a long time ago, he said. I think this will help keep state government in Montpelier.

Information curtailed on, abandoned infant BRATTLEBORO (AP) A hearing took place Monday on the fate of a 14-day-old abandoned baby, but authorities continued to refuse to answer questions about the case. The hearing was closed because the baby is a juvenile. Under Vermont law, no information from the session can be made public, Windham County States Attorney Dan Davis said. The lV4-hour session was to be on the merits of a petition alleging that the infant is in need of care and supervision, according to a legal notice published in the Brattleboro Reformer. The notice was addressed to the parents, guardian, custodian, relative or any person knowing the identity of an infant girl found at the rest area on U.S.

Route 5 in Putney on May 25. A state worker discovered the baby near a garbage can as he col- lected trash that day. The infant was admitted to the Dartmouth-Hitchcock Medical Center in Hanover, N.H., where she remained on Monday. Authorities shut off information about the baby on May 27. Confidentiality laws were cited as hospital spokesmen, police investigators, social service workers and others refused to talk about the case.

The state Department of Public' Central voters go to polls today HOOSICK FALLS, N.Y District voters today will elect two new Central School Board of Education members and decide whether to adopt the proposed 1987-88 school budget. Voting will be at the Central School with polls open from noon to 8 p.m. After the polls close, the schools annual meeting will be held, where a floor vote will be held on the schools proposed $7.1 million budget. Tax abatement meeting is tonight The Bennington Tax Abatement Board of Civil Authority will meet bf the town clerks office, 205 South at 7 tonight for the purpose of abating taxes. The village board will discuss enforcement of the village dog ordinance in tonights board meeting at the municipal building, starting at 7. The topic is the result of a large number of dog complaints, Mayor Donald Bogardus said. i Dorset considers child abuse policy DORSET School directors will meet at Dorset Elementary School at 6:30 tonight to adopt a child abuse and neglect policy and discuss policies on AIDS and tuition students.

There will be presentations on Project S.LG.N. and on incentive grants for teachers. State board meets in Manchester MANCHESTER The state Transportation Board will meet at the I Eagles Club in Manchester today 10:30 a.m. and 1:30 p.m. to review the status of highway projects.

Tatro is police academy graduate Bennington Police Chief Peter Barton has announced that william Tatro graduated from the Vermont Police Academy on May 22. Tatro was a member of the 46th Basic Training naaa for Law Enforcement Officers.

This class was the largest in the history of the academy with 42 graduating officers. Officer Tatro has since been assigned full-time to duty with the Bennington department. Vt. couple are lottery winners BARRE (AP) A Randolph couple will be splitting a $2.1 million lottery jackpot with a Maine constuction worker. Linda and Bernard Lefebvre walked away from Vermont lottery headquarters Monday with a check for $40,800, after taxes.

Its the first installment of the Tri-State Megabucks lottery Jackpot they will receive every year for 20 years. Bernard Lefebvre said he and his wife checked their tickets several times when they heard Saturdays winning numbers in the gnm serving Vermont, New Hamsphire and Maine. We had to check the numbers three or four times, he said. And to tell you the truth we still didnt believe it Snelling out of hospital BURLINGTON (AP) Former Gov. Richard Snelling has been discharged from the Medical Center Hospital, following treatment for an infected foot.

Snelling, who entered the hospital May 27, was released Sunday, a hospital spokesman said. His wife Barbara said Snelling bumped his left foot on a family boat off of Bermuda and an infection later set in. He was treated at a hospital, but she said they did not feel he was getting adequate care and he was flown to Burlington. CALENDAR Safety has challenged the part of the order prohibiting police from discussing aspects of the case. Legal counsel James Crucitti said the order prevents investigators from appealing to the public for information on the babys parents.

Crucitti could not be reached after Mondays hearing. But Davis, when asked if authorities were any freer to talk about the case, replied, No comment. i Missing person case a year old ST. JOHNSBURY (AP) State police are still puzzled by the disappearance of a Walden man who has been missing for a year. Russell Bovit disappeared from his dairy farm in May 1986.

Since then, police have tracked down numerous clues, and Bovits father has hired private detectives to work on the case. But police have no substantial leads that could crack the case, said state police Detective Sgt. Wayne Dyer. We still do get little bits of information here and there, and we check them all out. But it doesnt look like very good news," Dyer said.

Bovit was classified as missing on May 11, 1986, after his blue Renault was found abandoned on a road ear the Walden-Danville line. It may be coming to a Bovits father, Robert, said. Ive had private detectives working on the case for six months. Unfortunately, no one has come forth to answer the ad he has placed in a local newspaper since his son disappeared. The Ridgewood, N.J.

man said he will continue running the advertisement, which offers a $50,000 reward, despite the lack of information about his son. i Russell Bovit has been described as an avid outdoorsman and experienced mountain climber.
