Franzenburg was highly critical of the state's decision to hire consultants to work on the computer at a cost of 11 million "although Justice Department officials could have done the same job at no cost to the state." The foier state treasurer also asked why the Ray administration spent $800,000 for police radio equipment, which Franzenburg said will be obsolete in four years. Ray has said he'll seek new legislation to assure that the new computer won't be used to violate the privacy of citizens. However, Franzenburg said, "Rather than hiding behind the facade of a civil libertarian, I charge Ray to answer to the gross government waste for which be is himself responsible." GOV.
