post a list of persons who have requested absentee ballots Virginia law requires that the list be posted publicly live days before election and a copy be given to the board of county supervisors or their executive representative in this case Evan Norton the county executive secretary Mullins said he kept the clerks office open Friday until after 5 pjm the legal deadline for the public list to be delivered to him for posting He said he waited until 1:30 pm Saturday before filing the court action and obtained a warrant for Bolling asking that proper notice be filed by a Wise County deputy sheriff Earlier Judge Long had indicated he would rule on the individual cases Friday but Hugh Kline of Norton attorney for the registrars office said he felt the cases had been presented out of the proper order Kline said the supervisors could not properly bring suit on behalf of the purged voters But an attorney for the supervisors and the purged voters argued that since the ten-day period had that a sudden cold snap could leave many Kingsport families without heat for their homes a local dealer said Saturday Henry Bellamy owner of Kingsport Coal Yard said he had been able to obtain only 120 tons of coal this week "enough to last a couple of days A quick temperature drop could mean a "serious problem for families who heat their houses with furnaces warm morning stoves or fireplaces he said Theres just not going to be enough coal" He advised that somebody set up an emergency procedure to take care of people who may be without household heat this winter Bellamy said his workmen Saturday morning began bagging the remaining supply of egg coal for sale to families who need it for heaters and furnaces "on an emergency basis" Several factors combined to produce the crisis Bellamy said Supplies from union mines have been shut off since the beginning of the United Mine Workers strike September 30 However he said large union mines produce mostly crushed coal for industrial boilers Sellers of domestic coal for household use depend mainly on small mines which produce lump egg and stoker coal Normally Bellamy buys his domestic coal from small non-union mines around Harlan Ky The threat of union picketing has closed some small mines in that area and others have shut down because of recent government health and safety crackdowns he said Last week he sent trucks 40 miles further away to the Hazard fields In Perry County Ky Bellamy said Compounding his problems are the added transportation costs and the price freeze he said He cant raise coal prices because of government regulations (lump coal now sells for $22 a ton stoker and egg coal a little less) "Its a serious question whether to stay in business or not" said Bellamy "Unless something changes theres Saturday in a search for ways to salvage the program that has showered $143 billion around the globe since World War II Secretary of State William Rogers said the 41 to 27 Senate vote Friday night to kill $29 billion in authority for another year of foreign military and economic assistance will have a profoundly adverse effect on our relations in the rest of the world and on our national security" Shortly after he bade farewell to Yugoslav President Tito the President called in Dr Henry A Kissinger his national security affairs adviser to discuss the implications of the Senate vote At the same time Undersecretary of State John Irwin II met with aid agency director John A Hannah and other top State Department officials Rogers in a statement promised to "work diligently and closely with Congress in restoring foreign aid But Senate Democratic Leader Mike Mansfield said he considered foreign aid dead in its present form and that he would oppose any efforts to revive It Sen George Aiken of Vermont the Senate's senior Republican and Sen Edward Kennedy D-Mass charged that the White House had only Itself to blame for the vote that saw antiwar senators joining longtime conservative foes after the State More On Page 10A Col 1 Deputies Break Into High Stakes Game GRIT FIREBOMBED IN DOPE PROTEST WILLIAMSPORT Pa (UPI) The building housing the prominent national tabloid newspaper "Grit" was fire-bombed Friday an action police linked to threats made during a narcotics raid Shortly after 2 am three firebombs were tossed through a window at the Grit Publishing Co and the subsequent blaze partially gutted a shipping room in the press complex According to detectives an informant gave them a tip that led to a raid Thursday on an apartment occupied by Michael Smith 20 Wayne Walters 24 and Dorsey Buckholder 22 Three one-pound bags of what was believed to be marijuana were found and the men were charged with possession The Lycoming County district attorney said that while policemen were in making th raid about ten other unidentified persons came to the apartment and threatened that if accounts were made available to the press they would retaliate by firebombing a Bill Chapman Bishop said neighbors had complained that Ketron was operating the game all weekend and players were blocking the road with their cars and coming and going at all hours Some people complained that relatives were losing entire paychecks in the game he said Aware that the game was being held in the basement (he had raided the home before) Bishop and Deputies Eastridge and Lawson battered at the basement door with a four-foot steel bar while Deputies Reed and Chapman entered the front door and slipped down the stairs The basement door barred from the inside withstood the pounding but Reed and Chapman were inside before players could remove the evidence Bishop said A warrant was obtained for Ketron after Bishop informed Sheriff Bill Wright of the complaints and was told to raid the home Bishop said The six will be tried in Sessions Court at 9 am Nov 9 Sullivan County deputies raided what they termed a high-stakes poker game on Long Island late Friday night arresting six persons on gambling charges Sullivan County Sheriffs Investigator John Bishop said more than $1100 was found in players' pockets The men were able to scoop up most of the money before deputies got inside the home but $11 and the cards were still on the table he said The game was allegedly being held in the basement at the home of Ransom Ketron 1509 Island Dr who was charged with operating a gambling house Charged with gambling were Charlie Bishop 1412 Island Dr Robert Prater GlenburnRd Johnny Bernard 208 River St and Stanley Clendenin East Carters Valley George Fugate Jr Lone on record at the next meeting of County Court as being opposed to the Republican decision County tradition of non partisan election of magistrates school boa members and constables was broken las candidacy of independents known to place community needs above The Sullivan County Democratic Executive Committee has declared itself opposed "without any reservations to the partisan selection of candidates for various city and county offices as recently provided in the revised by-laws of the Sullivan County Republican Party The Executive Committees stand came today following a meeting of the group at Blountville According to chairman Ray Stomer if the Democrats were to follow suit "we would be supporting a Republican scheme that: (1) attempts to replace many fine candidates willing to serve their community with party hacks.
