The 37tn Democratic National Convention, staged at Madison Square Garden, is expected to nominate Carter for the presidency Wednesday night by an overwhelming vote amid a harmony that contrasts to divisive party fights in 1968 over the Vietnam war and 1972 over party reform. Sens.

Carter said Sunday he has three names at the top of his list but said he is keeping an open mind until the interviews are over. The peanut farmer and former Georgia governor who dazzled the political establishment with his long-shot run to the nomination said he would wait until after his own nomination before revealing his choice of a running mate. JULY and The Associated Press delegate poll showing him with 1,653 votes, well over the 1,505 needed for nomination. Carter is wrapping up a campaign that is a sharp contrast to the close and bitter Republican nomination battle. A month ahead of the GOP convention.

President Ford leads conservative challenger Ronald Reagan by only a handful of votes. The vice presidential selection has emerged as the major unresolved issue at the convention in the absence of a race for the top of the ticket and the calm of a party platform so secure that its already printed and bound and in the hands of each delegate. Carters personal public opinion pollster, Patrick Caddell, has concluded that no particular vice presidential prospect would appreciably help or hurt Carters own chances of winning the fall election, campaign aides said The Carter staff said CaddelFs polls show' that the strength and diversity of Carters own appeal make the No 2 spot virtually irrelevant. The only possible trouble spot, they say, is that he not make an especially bad choice which might develop into a major scandal or embarrassment. 1 Sen.

No one else had more than four votes, most of the remaining delegates leaving the decision to Carter. Carter won 51 first-ballot delegates in the primary and, according to an Associated Press survey, picked up 20 more from the uncommitted ranks and those delegates released by Wallace.

Democratic State Chairman Billy K. Trisler hoped to present all 75 delegates for Carter, but there were four mavpricks all from the Wallage group. Two were undecided, one still for Wallace and one for California Gov. Edmund G. Brown.

During Sunday evening, several central Indiana counties reported heavy rain and strong winds. Most of the activity Sunday afternoon, including strong winds, hail and heavy rain with the lines of thunderstorms was in eastern Ohio and western Pennsylvania. Six tornadoes dipped down, five in western Pennsylvania and one in southeast Heavy rains in northeast Ohio brought rapid rises on the streams andl flood warnings.

Elsewhere, scattered thunderstorms reached from Texas into the lower Mississippi valley. That position will now pay $2 45 per hour, Mrs. Harmeyer had approached the board in June requesting that something be done to make the pay scales mpre equitable at the pool. Her replacement was to be c'nosen today. That left 26 women in the delegation, which already was composed largely of white, middle-aged, middle class males.

A computer analysis of the full delegation, before the Wood? and tebamoff withdrawals, showed fewer omen and blacks than four years ago, when party rules imposed quotas for minority representations. Women constituted 37 per cent of the group, down from 38 per cent in 1972, while blacks accounted for 10 per cent, down from 14 per cent four years ago. More than 45 per cent of the delegates are union members, up sharply from 1972 and more than double the national average of 21 per cent. The Indiana union representation, growing from commitment by Carters managers to a coalition of labor groups, was second highest among the delegations assembled here. Michigan was first with 52 percent.

Only nine per cent of the Indiana delegates were under 30 years old, while the average age was 44 with most of the delegates clustered in the 42-50 age group. Beginning July 1 the county commissioners initiated a rule that no trunk sections in excess of three feet long would be accepted at the landfill. Walter Schulenburg, president of the hoard of commissioners, said the rule was needed to insure better compacting of the debris buried at the landfill. He said the smaller sections would permit better use of the limited landfill facility than trunks five feet in length as previously permitted. Prpblems also occurred with air pockets.
