BERN Key Bern; N. AprU 23, 1910 MTf Tt ATTt TT Tk A If A VAD Packed primaries or cony entious, for votes, in other words really un clean methods to get into office, these are regarded as the customa ry route, and success thus gained, in the shape of an office, is held as not being against the winner. But there are other ways to iain public office. A candidate very often sees some line of quick- action, which taking the public fancy will win out In these days of sanitation, of demand for municipal, clean.lt ness, in olt street, 'alleys and vacant lots, a move along this line was recently taken in the may oralty race at. Kenosha, where the incumbent, seeking reelection, introduced a feature that gave him a return to )ffice.

Coming out first with a declaration for a cleaner city, the mayor called attention to his candidacy by dis tributing 5,000 bars of white toilet eoap. This soap was the ordinary size, on one side wag 'purity on the other was a picture of the mayor with the inscription "A clean administration." It could not have been the value of the present, a bar of soap, however ex cellent in quality, that would gain a voter, but the significance of the appeal, for a cleaner, administration. No doubt this mayor's pre vious record was a elean one, so that the soap was but a reminder of the cleanliness of the administration, and the sign for its continuance.
