Wyoming and Colorado. Other areas, particularly the Hurricane Heather-drenched desert Southwest, found some respite from weekend rains, which caused flash flooding and some evacuations. A heavy snow watch was posted over the Rockies of northern Colorado, where snow showers migrated after covering Casper, Wyo., with an inch of snow. The wjntrv weather remained over west and central portions of Montana, stretching into northern Wyoming. The sno_w turned to rain over eastern Colorado and Ihe Plains into, central Texas. Showers also dampened parts of the lower Mississippi Valley. Florida, Maine and the eastern Great Lakes. Some lowland flooding continued in the Southwest, as the crest of the Santa Cruz river in southern Arizona passed through the Green Valley early today. The crest was expected to reach Marana by noon, Drenching rains associated with Pacific Hurricane Heather filled the usually dry riverbed during the weekend, causing hundreds lo flee their homes in two southern Arizona counties. There were no injuries reported and no immediate estimates of damage. A bridge on Interstate 19 between Tucson and Nogalcs was washed out, closing the major highway. Elsewhere, skies generally were clear and temperatures cooler than seasonable. Mild and warm temperatures were found only in the southern two- thirds of the nation. Car rentals are $18 per day and taxis charge $10 for sightseeing tours. A $5,000 oil portrait of former Secretary of Agriculture Earl Butz, principal speaker at tonight's Republican Fun Night at the local armory, is being readied for hanging In the Agriculture Department at Washington, D,C. The portrait was painted by a New York artist. Since 1913 it has been customary for paintings to be made of Secretaries of Agriculture. However, the present secretary will not follow that custom. He is having a photographic likeness • prepared. NIPSCO customers received a smelly reminder of the odor of natural gas with their October service bills. Natural gas has virtually no odor at all, but NIPSCO adds a special chemical called' mercaptan into the gas as a safely measure so customers will immediately know if there is any gas escaping in their homes or business places, The company's monthly insert, "Kupllngs," featured an enscapulated area that released the distinctive odor of the chemical when scratched with a fingernail or pin. It was done to familiarize customers with the distinctive odor associated with natural gas. , The wet weather during September has made the mosquito problem much worse than usual in Cass County. Ray Hall, Rl. I, Rochester, reported on a trip from Fulton to Logansport a few days ago he ran Into so many mosquitoes on Ind. 25 that by the time he arrived in Logansport he could hardly see through the windshield. Although Logansport long has been notorious for Its red light district, It hasn't been bothered yet with massage parlors that are causing problems in many parts of the state. Richmond's city attorney has just announced that an attempt will be made to close Its newly opened massage parlor through enforcement of Its zoning ordinance and through a new ordinance to be submitted Oct. 17 "for the control of such unwanted businesses." + 4-4- The National PTA has announced a toll-free "Hot Line" number, 800-323-5177, that Loganland citizens may call if they want to gel involved in the monitoring of TV violence. The RTA hopes to achieve a reduction in TV violence and an improvement in the overall quality and diversity of programming. If there is no improvement by January, the PTA will 'consider boycots of advertisers, programs, and local stations as well as civil litigation. DELPHI—During the recent Delphi City Council meeting Mayor Wayne V'anSickle announced the appointment of B. B. Berningcr as community development director. The appointment had been pending the approval of the city council. He will receive a salary of $10,000 with an addltiona") $2.000 for office travel and related expenses. Since Bcrnihger is a member of the city council he has submitted his resignation effective Oct. 30 and will start his new- position Nov. 1. Also, during the .neeting, the mayor said he had received a report from the Indiana State Board of Health concerning the iron content of the wells which Alloy Craft, Ind. 25, had offered for city use. He said the iron content was 2.4. which was too high for it to be computable with the city water. It would require an expensive filtering system, the continued. "If the city had a water shortage," the mayor added, "then it might be considered." In other business, the mayor called a public hearing to be held Oct. 17 al the next council meeting to establish a housing Authority for the city. It will consist of a five ' member commission with staggering terms. The members could not be an officer or employe of the city. The council. In another matter, changed Columbia Street back to a two-way street. An ambulance contract . for Burlington Volunteer Ambulance Service was signed and accepted for 1978. Carroll county wilt agree to pay $5,500 and provide malpractice insurance, while the ambulance service will provide the ambulance unit, insurance, gas, oil, tires, radio. personnel for service, garage space, linen, supplies, aid to any other ambulance service in the county and medical training as required by law. South Alrica i UPI) — The autopsy on Steve Biko shows the South African black leader suffered broken ribs and burns in-addition to critical brain damage while in police custody, the Johannesburg Sunday Express says.' South African newspapers previously had reported the 30-year-old Biko suffered brain injuries while in police custody, but the Express said Sunday the autopsy also found evidence of other injuries. "Mr. Biko had severe injuries to the rib cage, where two ribs arc reported lo have been parted from the sternum (breastbone-i, various cauterizations or burns about the body and probable renal failure, though an analysis of" kidney tissue apparently is still underwav." The Express said. The newspaper quoted "sources" close to the in- - vestigation into Biko's death as the basis for its report. The government says Biko died after a hunger strike, but has delayed the release of the autopsy report several times and it now may be delayed another two weeks. Biko died in a police cell on Sept, 12. His death sparked rioting throughout South Africa and 'raised an international outcry. He was the 20th person to die in police custody since last March. The autopsy report was written by two government physicians and a doctor appointed by Biko's family. Police. Minister Jimmy Kruge'r'said Biko'died after an eight-day hunger strike and had the "democratic right" to starve himself <to death. But newspapers have published numerous reports at variance with Kruger's account. "It is urgent that the facts surrounding Biko's death are officially made known," the Rapport newspaper said "in Johannesburg'. "A hanging cloud of suspicion cannot be tolerated. "A number of, sometimes horrible, (news) reports are appearing here and overseas. Possible causes of death are being mentioned, with all kinds of implications. And none of these have yet been denied," the newspaper said. The Rand Daily Mail last week was "reprimanded" by the South African press council on the urgent request of Kruger. ' Kruger said a headline —"No sigh of. hunger strike — Biko doctors" — over an investigative story dealing with Biko's death was not substantiated by the report.
