1083 allows the continuance of' tolls after the retirement of highway bonds. These monies will then be used to finance construction of other toll roads. In the field of education, the creation of Indiana Vocational Technical College (Ivy Tech) was a solid achievement. Another Act authorizes stated universities to aid students on the basis of financial need and academic achievement. H.

A. 1430 creates a statewide medical education system in cooperation with hospitals and educational institutions. In recognition of the importance of law enforcement H. A. 1371 authorizes the construction of a Law Training Academy -and creates a bi-partisan building commission to implement it.

Another Act protects insured persons by preventing the assets of an in-surance company from being drained or used for purposes other than normally designed to increase those assets. With an eye to protection of the public, snowmobiles will now require registration and be subject to regulation. The allowable level of blood alcohol as evidence of driving under the influence was reduced by one-third. This brings Indiana into line with the laws of most other states.

As a result of other tragic accidents, amusement ride devices and their operators will now come under an inspection juridiction of the State Fire Marshall. A bill protecting the invasion of privacy strengthens the law regarding harassing, obscene and nuisance phone calls by raising the maximum penalty to $500 and 6 months in jail. 1368 establishes a citizens duty to report such cases and provides immunity by guaranteeing that the reporters identity need not be pu-blically disclosed. Law Day officially will fall on May 1 and its theme is Channel Change Through Law and Reason. The State Bar Associations Young Lawyers Section is in charge of the programs.
