Mr. Kedmon states a i he deals with all innocent parties as courteously and considerately as possible, and that he believes there can be no plaint of ill treatment by anyone. We are glad to give space to Mr. Uedmon's letter, and to hear his profession of zeal in the enforcement of the prohibition. We understand that Mr.

Uedmon's work has been noted with favor by the i i i a people, and a he has done good work in Lee county cooperating with the state and eral officers. i The big complaint against Mr. activities, according to the reports which have come to us. is his indis- crimhiate stopping of cars on the highway, i i a i motorists by having their cars searched when there is no a sonable ground for suspicion, and subjecting to rude 'treatment. These complaints may be i i as Mr.

Ked- mon claims, but We have heard of many citizens who are not law violators and who are "reputable citizens" who have objected to any such treatment. It appears to us that a man should be as safe in his car as he is in his home. Unless there is reasonable ground for suspicion we do not believe an officer has a right to stop his car, and to search it. Officers who lie in wait on the highway and stop every car which comes along are practicing, to our mind, a flagrant violation of personal rights and it should not be permitted. Perhaps Mr.

Kedmon and his deputies are not doing that. We are only speaking of a may be truly called a "widespread complaint." The biggest source of violation in Virginia it seems to us has been in the road houses, especially those in 'the lower end of Lee county. Middlcsboro authorities have from time to time voiced the assertion a some of these stands on the Virginia highway are nothing more than open saloons, where men from Kentucky and Tennessee as well as Virginia congregate and carouse around. It seems to us that Mi-, kedmon and his officers should clean up these sources of vice and crime, thereby i i more to the effective enforcement of the prohibition laws than anything else, i has a big job in his county, and we are sincerely interested in his success.
