Cincinnati, Ohio, January 13 The National Baseball Commission In a finding handed down today denied the claim of the St. Louis National League' to Pitcher J. R. Salmon, and decided that title to the player Is vested in Philadelphia American League Club. Manager Bresnahan contended that he negotiated with Salmon's father for the services of the young player, and that he joined the St.

Louis club at Brooklyn and practised with the club the latter part of last season. Bresnahan declared that the salary to be paid young Salmon had been agreed upon, but that upon the representations of the elder Simon that bis son had promised to pitch for an independent team for the rest of the season and, and the further plea that II ho played with tho St. Louis clubhe would be Ineligible to pitch for the Princeton University team, he was excused with the understanding that he was to report to the St. Louis club in case he did not remain at college. The Commission found that the negotiations between Bresnahan and the player and his father were conducted in good faith, but that neither a formal or written contract had been entered Into.

Tho St. Louis club also failed to reserve him. This entitled him to be declared a free agent and eligible to contract with the Philadelphia club. The Commission dismissed the appeal of Player Harry Martin, who requested that a decision of the National Board disallowing his salary claim for $217 against the Central Leigue be reversed. The appeal of Player Jay Parker from the ruling of the National Board denying his claim for $120 agatnst the Central League was also disallowed.
